Background

The attack on Marawi City which started in May 23, 2017 resulted in five months of fighting between the government troops and the affiliated militants of the Islamic State of Iraq and the Levant, including the Maute and Abu Sayyaf Salafi jihadist groups.

As the fighting involved aerial bombardment, this resulted in damages to critical infrastructure and displaced hundreds of thousands of people.

The fighting has left many of the critical infrastructure heavily damaged. The facilities and equipment of several barangay LGUs were totally damaged.

In some cases, LGU officials and employees were caught in the crossfire. The National Government, the ARMM Regional Government, the Province of Lanao del Sur and the City Government of Marawi would require technical assistance in recovery, reconstruction and rehabilitation.

The work includes not just the traditional subject matter of recovery, reconstruction and rehabilitation but would also include work on countering and preventing violent extremism in Mindanao.

Thus, the work would include possible mediation over land conflicts because much of the violence is rooted mainly in the competing claims over land and resources.

  • A review of land ownership and status has also brought to the fore the overlapping jurisdictions and issuances over portions of the city;
  • including unclear ownership rights.

    To provide assistance in the orderly return of residents and proper land management in Marawi City, UNDP will be deploying a National Land Policy Specialist to support the Department of Environment and Natural Resources (DENR) and other National Government agencies, the ARMM government.

    Scope of Work

    Moving forward from land issues paper developed while working with the DENR Assistant Secretary for Mindanao Operations, and in coordination with the UNDP Country Director, and the International Land Conflict Mediation Specialist, the National Land Policy Specialist will carry out the following tasks :

  • Develop together with an International Land Management Specialist a Concept Note and budget envelope for the design of assessment and the integrated framework for land conflict resolution;
  • Assist DENR in meetings of the SubCommittee on Land Resources Management and provide advise with regard to the management of land-

    related issues and conflicts in Marawi City

    Perform other tasks as may be assigned.

  • University degree in the Social Sciences, particularly in relation to land conflict and peacebuilding.

  • Working knowledge of land laws, institutions and related land administration and management issues;
  • Previous work experience in land related projects in the Philippines.
  • Skills :

  • Excellent project coordination skills
  • Sound judgment and analytical skills
  • Ability to function at a strategic level
  • Language requirements :

  • Excellent command of English with proven drafting and communication skills
  • Criteria for Selection of Best Offer

    The offer will evaluated based on the Combined Scoring method where the qualifications will be weighted a max. of 70% and combined with the financial offer which will be weighted a max of 30%.
