Purpose

To perform a full range of administrative / secretarial duties for the assigned unit / supervisors, including organizing and maintaining records, including inter-

intra-agency liaison and coordination, general office administration and management support, contact with the public, preparing correspondence and reports, and to provide support for a variety of specialized duties relating to loan / Technical Assistance (TA) project implementation and administration functions of PRM.

The incumbent will report to the Country Director, PRM.

Responsibilities

  • Maintains liaison with government authorities and agencies, development partners and other stakeholders, and ADB HQ to support and facilitate operations and coordination, client and stakeholder relations, and general external relations.
  • Arranges office-wide activities, including senior visits from HQ and major events involving ADB at the institution level
  • Ensures intra-office communications, including dissemination of guiding information, both from within PRM and from HQ, and among PRM team members
  • Ensures all the incoming mails are logged, properly distributed and brought to the attention of CD, PRM, and that outgoing mails / faxes are delivered on time.
  • Translates incoming correspondence and do interpretation during meetings with government official as and when required.

  • Handles meeting and event schedule for Country Director (CD) manages PRM calendar electronically, makes necessary arrangements, including logistics, and communicates with CD and concerned staff as appropriate to facilitate schedule management.
  • Prepares / produces briefing and supporting materials for meetings attended by CD. Assists in the preparation of Aide Memoirs, background papers, back-
  • to-office reports and other reports, as and when required.

  • Assists CD in business travel arrangements, including document preparation, logistics arrangements, inter- / intra-office coordination, and post-
  • mission accounting activities.

  • Mentors other Operations Assistant and provides support when absent to ensure all incoming mail / faxes are properly recorded, distributed and brought to the attention of staff concerned, and that outgoing mail / faxes are delivered on time.
  • Provides efficient administrative services by screening incoming telephone calls, taking accurate messages
  • Ensures the CD's office filing systems (both electronic and paper) are set up and maintained in accordance with ADB's institutional standards and requirements
  • Performs any other duties as may be required and reflected in the incumbent's work plan, such as retrieving files / documents for preparation of reports, preparing tables and charts for reports and other routine office administrative functions.
  • Qualifications

    Relevant Experience & Requirements

  • Bachelor's Degree
  • At least 5 years of relevant professional experience
  • Good typing skills; good knowledge of stenography preferred but not necessary
  • Good computer skills with sound knowledge of common word-processing, spreadsheets and graphics software used in ADB
  • Able to work with individuals from different cultural / national backgrounds; good interpersonal skills
  • Able to manage priorities and workload within general schedule of work, instructions and standardized practices
  • Good oral and written communication skills in English
  • Able to liaise and work effectively with staff within own work location
  • Able to work collaboratively with teams as a constructive team member
  • Familiar with local languages and institutions

    The selected candidate is appointed for an initial fixed term of 3 years .
