The position is assigned in the Kyrgyz Republic Resident Mission (KYRM) within the Central and West Asia Department (CWRD).

CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region.

KYRM is responsible for country partnership and strategy, policy dialogue and client relationship, business development, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in Kyrgyz Republic.

Job Purpose

The Finance and Administration Assistant will support the resident mission in the areas of finance, accounting, security, and logistics.

The incumbent will report to the designated International Staff or senior National Staff.

Responsibilities

  • Provide support on financial, accounting, and logistics matters, including coordination and communication within KYRM and HQ on finance matters;
  • assist in verifying the vouchers and liquidation of advances; and provide necessary support or inputs to the annual budget preparation and administration.

  • Provide support in the preparation of supporting documentation from internal and external claims, payments and other various accounting transactions within closely defined ADB procedures and guidelines;
  • in processing transactions through preparation of appropriate disbursement or journal vouchers or other relevant payment documentation.

  • Provide support to in preparing VAT refund claim report and refund reconciliation.
  • Provide support to in preparing various payment reconciliation reports.
  • Pick-up and delivery of documents, collection of payment invoices from external parties as required.
  • Locate and extract routine information from files or records as required.
  • Ensure adherence with supplier contracts / agreements, monitor validity of supplier contracts / agreements.
  • Provide support in monitoring quality and economic use of office supplies, and maintains adequate stock of supplies, prepares quarterly utilization report.
  • Provide support in institutional procurement such as office supplies, stationery, janitorial supplies, and others by preparing requisition form, obtaining price quotes, preparing bid analysis form, drafting memo for approval.
  • Implement annual / quarterly physical inventory of all KYRM properties, maintain KYRM asset register.
  • Undertake necessary liaison with external parties (governmental agencies) on finance and logistical matters.
  • Assist Security Focal Point (SFP) in maintaining general office security / safety.
  • Attend SFP meetings organized by United Nations Department of Safety and Security (UNDSS) as requested.
  • Assist SFP in monitoring of all UNDSS instructions regarding office security / safety.
  • Qualifications

    Relevant Experience & Requirements

  • Bachelor's degree or higher in finance and accounting or relevant field.
  • Minimum of 5 years of relevant professional experience.
  • Excellent written and verbal communication skills in English is required.
  • Proficient in common word-processing, spreadsheets and graphics software used in ADB
  • Ability to handle several tasks at once, meet deadlines and proactiveness.
  • Ability to liaise and work effectively with other staff within own work location.
  • Ability to work collaboratively with teams as a constructive team member.

    General Considerations

    The selected candidate is appointed for an initial term of 3 years.

    This vacancy is a local staff position. It is open only to nationals and residents of Kyrgyz Republic.
