Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 67 members, 48 of which are from the Asia and Pacific region.

The Independent Evaluation Department (IED) independently and systematically evaluates ADB policies, strategies, operations, and special concerns that relate to organizational and operational effectiveness.

By doing so, it contributes to achieving development effectiveness of ADB operations by providing evaluation feedback on performance, and generating and disseminating evaluation lessons.

The position is assigned in the Office of the Director General Knowledge and Evaluation Capacity Development Unit (IEOD KC) within the IED.

The IEOD KC collaborates with the Communications and Outreach unit (IEOD-CO), the Thematic and Country, and Sector and Project divisions in developing and implementing IED's Evaluation Knowledge Management Strategic Plan.

IEOD-KC also oversees evaluation processes, methods and outputs to enhance their quality, credibility and usefulness.

Job Purpose

The Principal Evaluation Specialist heads the IEOD KC team and is responsible for (i) quality assurance of evaluations, (ii) understanding and use of knowledge, and (iii) evaluation capacity development (ECD).

S / he oversees consistent application of evaluation principles, standards, methods, and instruments within IED. S / he also collaborates with ADB units and external partners, in delivering materials, tools and events to build evaluation skills and competencies within and outside ADB.

The incumbent reports to the Deputy Director General and will supervise National and Administrative Staff and consultants.

Responsibilities

  • Leads the development and promotion of evaluation approaches, designs, and methods within and outside ADB; advises the IED Leadership team on their applications;
  • Develops, updates and implements the Evaluation Knowledge Management Strategic Plan; develops strategies and organize resources to advance those goals;
  • Introduces innovative solutions to advance evaluation knowledge sharing;
  • Collaborates and / or coordinates within ADB and with governments, and bilateral, regional and multilateral agencies developing partnerships and collaborating and / or organizing international events towards a culture of evaluation in the Asia Pacific region;
  • Collaborates and / or coordinates with the Asia-Pacific Finance Development Institute (PRC) in conduct of knowledge sharing events, e.
  • g., SHIPDET, Asian Evaluation Week;
  • Develops and implements curricula and materials to promote the Evaluation Academy; supports centers of excellence on evaluation knowledge and capacity in the region;
  • Supports the advancement of communities of practice and networks within and outside the ADB on evaluation knowledge production and management;
  • Manages IEOD-KC resources, e.g., TA funds for knowledge sharing and ECD, external training budget of IED, and conducts surveys to assess impacts of learning events;
  • Leads and oversees development and management of evaluation databases, e.g., Lessons Database and the Success Rates Database, in collaboration with IEOD CO; and
  • Performs other tasks as assigned by the Deputy Director General or duties that may be assigned as reflected in the incumbent's work plan.
  • Qualifications

    Relevant Experience & Requirements

  • Master's Degree, or equivalent, in public administration, engineering, finance, business administration, economics or development studies or related social science fields, or University degree in similar fields, combined with specialized experience in international and / or development organizations, may be considered instead of a Master's degree;
  • Minimum of 12 years' relevant experience in development evaluation; Minimum of 8 year's relevant experience in the design and conduct of ECD activities;
  • Minimum of 3 year's experience in the Asia-Pacific region; experience in ADB operations is an advantage;
  • Credible expert in field of expertise with recognized ability to share relevant knowledge;
  • Ability to conceptualize and evaluate complex development issues and problems, preferably in multilateral or bilateral setting;

  • Excellent oral and written communication skills in English;
  • Ability to perform effectively as a team leader, exercising supervision, coordination, and planning responsibilities over multi-
  • disciplinary unit; coach or mentor team members;

    The selected candidate is appointed for an initial term of 3 years.
