This is a senior staff fixed-term appointment for a period of 3 years. This vacancy is open to internal and external applicants.

If the selected candidate is an external hire, the appointment may be extended for a period of up to 3 years per extension, or not renewed.

In case of extension, staff may continue in the position for another term of up to 3 years, or be reassigned to any suitable position in ADB.

The same terms and conditions also apply to a selected internal candidate. In addition, if the staff selected has a regular appointment, staff will retain the regular appointment and his / her selection will be considered an assignment for an initial fixed period of 3 years.

If the staff selected has a fixed term appointment, his / her appointment will cease, and he / she will be given a new fixed term appointment for an initial term of 3 years.

Fixed-term appointments or assignments are subject to Section 3 of Administrative Order (AO) 2.01 (Recruitment and Appointment) and Section 8 of AO 2.

Whether the selected candidate is internal or external, and regardless of the type of appointment, any extension of staff beyond age 60 shall be subject to such terms and conditions determined by ADB, including, where relevant, those provided in Section 10 of AO 2.

Close relatives1 of ADB staff, except spouses of international staff, are not eligible for recruitment and appointment to staff positions.

The position is assigned in the Office of the Director General (CWOD) within the Central and West Asia Department (CWRD).

CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region.

  • CWOD is responsible for providing the strategic direction and the supervising the delivery of CWRD's work program. The position will report to CWRD Director General and shall supervise the following staff positions : (i) International staff;
  • ii) National staff; and (iii) Administrative Staff.

    Job Purpose

    Provide advisory and managerial support to the Director General (DG) on (i) developing country-focused, innovative, sustainable, and integrated solutions under one-

    ADB approach with a special focus on knowledge products and services and facilitating integrated sovereign-non-sovereign solutions (ii) spearheading CWRD's initiatives in increasing strategic co-

    financing, well-tailored knowledge products and services, and leading CWRD's engagement with ADB's IT reforms under Real-

    Time ADB and the Digital Agenda and (iii) CWRD's budget and personnel management and supervision of international staff, national staff and administrative staff, and (iv) internal and external client relationship with operational as well as support departments, government and the private sector, senior management, and the Board.


  • Provide support to sector divisions and Resident Missions (RMs) in formulating high-quality Country Partnership Strategies (CPSs) focusing on non-
  • sovereign and sub-sovereign operations, co-financing, and knowledge products and services.

  • Support operational divisions and Resident Missions (RMs) with the formulation and execution of work plans in congruence with the departmental work plan.
  • Provide oversight on budget management including submissions to the management and Board (Budget Review Committee), and resource allocation and utilization,
  • Support DG in spearheading CWRD's drive to develop non-sovereign and PPP projects in CWRD's client countries to meet the needs of the countries through working closely with PSOD and OPPP under One-ADB umbrella.
  • Lead CWRD's efforts in strategic co-financing management, including Islamic financing, through working closely with OCO, SPD, OGC and other development partners.
  • Represent CWRD in meetings and committees on issues related to co-financing and in managing the relationship with other development partners.

  • Lead CWRD's efforts to spearhead the IT reforms by closely working with OIST and in incorporating new technologies and innovations into its operations.
  • Provide the oversight in logistic and security management for the RMs through closely coordinating with OAS, OGC, and BPMSD.

  • Support DG in managing CWRD's drive to provide more targeted and in-time knowledge products and services to its DMCs by liaising with SDCC, IED, ECRD, DOC, and other
  • knowledge departments.

  • Provide quality assurance for the preparation of Briefing Notes to senior management and Board; coordinate high level missions by President, VPs, and Board members.
  • Support DG in developing country-focused, innovative, sustainable, and integrated solutions for client countries particularly from the standpoint of non-
  • sovereign operations, knowledge products and services, co-financing, and other solutions.

  • Act as Officer-in-Charge during the absence of DG and DDG to oversee the operations of the department and represent the department at meetings with senior management and Board.
  • Worked closely with the Deputy Director General to contribute to CWRD's improved management in other critical operational areas including but not confined to managing CPS / COBP preparation, project processing, portfolio management, and the Central Asia Regional Cooperation program (CAREC).
  • Work closely with DG and DDG with the overall management of the department in staff matters including performance evaluations, conflict resolution, and succession strategy.
  • Help create and lead multidisciplinary teams in relation to special departmental tasks and help the DG with overall quality assurance of the work undertaken by the department;
  • managing performance of teams and individuals through clear direction and regular monitoring and feedback of performance;
  • and providing coaching and mentoring to teams and individuals to ensure their ongoing learning and development.


    Relevant Experience & Requirements

  • Master's degree or equivalent, in social sciences, business studies, or any development-related discipline. University degree in social sciences, business studies or any development-
  • related discipline combined with specialized experience in similar organization / s, may be considered in lieu of Master's degree.

  • At least 15 years of relevant professional work experience in relevant fields particularly in strategic planning, HR and budget management, monitoring and evaluation, regional cooperation, non-
  • sovereign and PPP operations, and knowledge management.

  • Excellent interpersonal and communication skills and ability to work with individuals from different cultural / national background.
  • International experience working on development in several countries
