Job Purpose :
1. Acts as engineering focal person for Metering and Instrumentation (M&I), including Quality Measuring Instruments (QMI).
2. Responsible for Custody Transfer Metering (CTM) calibration compliance.
3. Responsible for Instruments and Electrical work scoping during Turnarounds (TAs) and Shutdowns.
4. Acts as Site Technical Authority Level 3 (TA3) for M&I.
5. Projects : Acts as Project Integrator or Discipline Engineer for M&I initiatives, including QMI.
6. Operations and Maintenance : Provides troubleshooting support to Operations and Maintenance for M&I, including QMI.
7. Assists the Instruments / Electrical Engineering Team Lead, in support of development and implementation of initiatives for other Site Processes, e.
g. Process Safety, Turnaround, Business Assurance, Energy, etc.
Principal Accountabilities :
1. As Engineering focal person for M&I, including QMI :
a. Ensure compliance to Shell Downstream Manufacturing and other relevant industry standards
b. Provide support during reviews and audits
c. Develop equipment lifecycle strategy (obsolescence management)
d. Supports development and implementation of Reliability-Centered Maintenance (RCM) initiatives
e. Develop and implement Plant Changes and Capex proposals
f. Develop A3s for troubleshooting and lessons learned
g. Support spare parts management for critical equipment
2. As the responsible party for CTM calibration :
a. Oversight to ensure updated calibration for CTM equipment and tools
b. Engineering representative during Hydrocarbon Management Meetings (work with Finance)
3. As the responsible party for I / E Scope during TAs / Shutdowns :
a. Scope Collection / Development and Scope Optimization
b. Execution Scope Monitoring and Quality Assurance
4. Perform any other task related to I / E as may be deemed necessary by the I / E Engineering Team Lead.
Special challenges :
1. Fast learning curve and Knowledge retention of complex engineering principles to attain the aspired TA3 M&I assessment within two to three years in the assignment.
2. Resourcefulness in gathering information and best practices (e.g. Shell standards, external standards; and building his or her own global network of colleagues, mentors, and industry contacts).
3. Maintain good business relationships with third parties and calibration vendors, in managing CTM equipment calibrations.
4. Timely delivery of projects with limited budget and resources.
5. Instrumentation and QMI equipment obsolescence management and development of lifecycle strategies.
6. Continuous improvement and application of LEAN concepts to drive cost reduction tactics in both Opex and Capex areas of responsibility.
