Overall Function

1. As part of the second line of defense, assist the local business management in handling operational risks and assist the CCO in ensuring that relevant departments conduct their business in accordance with applicable laws, regulations as well as with internal policies.

2. A primary focus is to be a subject matter expert to challenge and support the business fraud prevention measures with the aim of achieving effectiveness and efficiencies in the detection, monitoring, response and prevention of fraud.

Key Responsibilities

  • Provide advice and training concerning the Operational Risk Management Framework, policies and minimum standards; with emphasis on fraud prevention.
  • Advise the operational unit’s management on how to identify and respond to operational risks including fraud threats and vulnerabilities identified as a result of risk assessments and / or as a result of an identified event / incident;
  • Monitor fraud trends and modus operandi (internal and external frauds) and inform all the stakeholder about status and emerging fraud risks
  • Monitor implementation and embedding of ING Bank Fraud Risk Management framework, policies and minimum standards;
  • Monitor the operational unit’s actual risk exposure against the risk appetite levels and employ activities, as necessary, to help the 1st line bring the risk exposures within acceptable levels;
  • Monitor and measure the risk profile of the business, with focus on fraud related risk exposures and controls
  • Monitor the design and operational effectiveness of key controls (as accomplished by 1st line of defense), with focus on fraud control framework
  • Participate in risk assessments, challenge and advise on risk responses and monitor the execution of remediation; .
  • Oversee and objectively challenge any actions that may give rise to operational risk and escalate to the next higher level of Operational Risk Management;
  • Have the authority to escalate operational risk issues to the next higher level of Operational Risk Management;
  • Work closely with other non-financial risk functions (IR Risk, Legal and Compliance) In order to provide an integrated approach to risk management, to identify and address cross-border implications of issues and internal events, to identify significant non-financial risks and risk mitigation actions and to share best practices and lessons learned;
  • with emphasis on fraud prevention

  • communicate regularly with the next higher Operational Risk Management function and head-office Corporate Operational Risk Management on significant Operational Risk Management issues, internal events, best practices and lessons learned;
  • facilitate the Operational unit"s Non-Financial Risk Committee; .
  • in a joint effort with business and other risk management disciplines (Market and Credit Risk), facilitate the Product Approval & Review Process, to ensure that adequate risk assessment / due diligence is executed prior to the development and / or launch of new or modified products;
  • support related Operational Risk Management areas such as Outsourcing (due diligence) process, Business Continuity Planning, IT Risk, Control and Processing Risks especially around associated or relevance to Fraud Prevention.
  • support project coordinators in the execution of risk management as an integral part of project
  • Experience / Competencies :

  • Certified Fraud Examiner (CFE) desired
  • Bachelor s and / or master’s degree such as Business Administration, (with completed specialist courses on Fraud Management, Law, Accounting, Criminal Justice, or Economic Crime desirable)
  • Previous experience working with electronic anti-fraud platforms and preferably with exposure on digital / e-commerce business with automated operating environments.
  • Background in retail or retail banking fraud advantageous.
  • You have strong analytical, communicative and reporting skills and persuasiveness;
  • You are able to identify lessons learned and are able to advise senior management about them.
  • You are able to work under pressure and tight time lines;
  • You are a Team player with an ability to build effective working relationships;
  • You are excited to work in a field that is constantly changing.
