Qualification Standards

Education : Bachelor’s degree Experience : 3 years of supervisory experience Training : None required Eligibility : Career Service Executive Eligibility (CSEE) / Career Executive Service (CSE)

Preferred Qualifications / Competencies

With experience in :

  • managing a group of professionals with various technical background
  • PPP project management, and project evaluation, assessment, and / or analysis
  • PPP contract management
  • Policy work and advocacy
  • Advantages :

  • Background in project finance
  • Familiarity with PPP transactions, including joint venture agreements
  • Financial modeling and analysis
  • Familiarity with infrastructure management or specialization in a particular sector / industry
  • Willing and able to undertake site inspections outside Metro Manila
  • Job Summary


    The Director III shall perform the following duties :

  • Assist the Service Director in the supervision and control over a group of professionals responsible for the following : formulating and recommending plans, policies, guidelines and process reforms related to public-
  • private partnerships (PPP) in order to address policy gaps in the PPP process and fast-track implementation of projects in the pipelineconducting a comprehensive review and evaluation of proposed PPP projects which are submitted to the appropriate approving body for approval prior to project procurementmonitoring and facilitating the implementation of PPP programs and projects of national and local implementing agencies, as well as contract compliance of both the public implementing agency and the private sector partner

  • Advise the Director IV on all matters concerning the Service’s areas of responsibility or in his / her specific work assignments;
  • Assist the Director IV in the formulation of the annual work program of the Service and in the preparation and review of its annual budget proposals;
  • Assist the Director IV in delineating responsibilities and assignments among the internal organizational units of the Service;
  • Provide specific guidelines to the Division Chiefs concerned on the approach and substantive aspects of work assignments;
  • Review staff work / assignments and follow up on such matter requiring immediate action / completion;
  • Handle special assignments as may be given by the Director;
  • Assist the Director IV in planning and implementing an overall career and performance development plan for the personnel;
  • Assist the Director IV in providing all Service assistance to PPP Center officials and internal organizational units and other government agencies in its functional areas;
  • Directly act on such matters assigned or delegated to him / her by, or in the absence of the Director IV;
  • Serve as Officer-in-Charge of the Service, in the absence of the Director IV; and
  • Perform other assignments as may be given by the Director IV and Deputy Executive Director.
