The Education Specialist is expected to formulate and articulate social sector policy and strategies, particularly in education and technical and vocational education and training (TVET), engaging Developing Member Country (DMC) governments in policy dialogue, and conducting ADB's activities to support sector policy and reforms.
Lead in identifying, developing, implementing and administering loans, Technical Assistance (TA) projects, and non-lending products and services (NLPS) in education and TVET.
Work within general policies, principles and goals, working directly with clients. The incumbent will report to Director SAHS and may supervise National and Administrative Staff.
Lead in supporting the development of policy and strategies for the social sector in DMCs in consultation with relevant government agencies and Resident Missions (RMs).
Conduct dialogue with government officials of DMCs on social sector policy and reforms with a focus on education and TVET.
Participate actively in country teams and provide sector inputs for the Country Partnership Strategy (CPS).
Conduct economic, thematic, and sector work in the context of sustainable economic development and poverty reduction.
Identify new directions, innovative approaches and opportunities for ADB assistance for projects in the education and social sectors in DMCs.
Actively pursue cofinancing opportunities and collaboration in the social sector with other development partners.
Coordinate with RMs for consistency of approach, exchange of experience, and continuous improvement of practices and integration of social sector policy commitments to the management of projects.
Develop, process, and administer loan and TA projects in the social sector possibly with moderate to high levels of risk and complexity.
Identify ADB assistance for projects in the education and social sectors in DMCs.
Ensure effective implementation of loans and TA projects in the education sector.
Liaise with and coordinate with development agencies on program loans and investment projects.
Ensure key technical, economic, financial and crosscutting issues are incorporated into projects.
Develop and maintain a suitable network in the social sectors to keep abreast of the latest developments and issues.
Conceptualize, produce and disseminate knowledge products and relevant and innovative practices and lessons from operations.
Lead and substantially contribute to activities for advocacy, dissemination and knowledge building around education sector issues.
Relevant Experience & Requirements
Master's Degree, or equivalent, in education or other related fields including economics
At least 8 years of relevant professional experience in social sectors and in project administration, with a focus on education and TVET.
International experience working in several countries.
Excellent written and verbal communication skills in English is required

The selected candidate is appointed for an initial term of three years.
