The Director for Environment and Safeguards Division (SDES) will lead the planning, implementation, and supervision of the division's vision, goals, and work plan that focus on ADB's Safeguard Policy Statement and environment strategic directions at corporate level in ADB country and sector operations.
The incumbent shall oversee the planning, monitoring, and coordinating the division's responsibilities with respect to providing expertise in environmental management and in the relevant safeguard areas (environment, involuntary settlement, and indigenous peoples) with a view to enhance and maintain quality and technical excellence across ADB.
He / She will also provide leadership and guidance to staff in ensuring high quality of work to achieve the division's objectives.
The incumbent will report to the Deputy Director General, SDCC con. Chief Compliance Officer and will supervise Administrative Staff, National Staff and International Staff.
Lead, establish, cascade and implement the division's vision, goals, development strategies, key priorities, key result areas (KRAs), and work plans in support of department goals and in line with ADB's corporate objectives, working closely with the department management team, other ADB departments and internal stakeholders
Provide leadership in the development and mainstreaming of innovative ideas, and effective and efficient approaches and modalities
Provide leadership in professional and operational matters, including new or innovative approaches to policy and operational issues, which will strengthen ADB's internal capacity and borrower / client capacity to design and implement environmental management policies and programs and achieve compliance with environment and social safeguard requirements in ADB operations
Oversee the design and processing of loan / technical assistance (TA) projects, provide bank wide guidance and selectively participate in missions for complex and sensitive projects and TAs, and lead monitoring of implementation progress for high levels of risk, to ensure quality, innovation, results orientation, and compliance with ADB's policies and procedures
Lead, identify and anticipate emerging opportunities and development challenges or problems in sectors and themes and provide advice, information, and recommendations for policy discussions, including conduct of and dissemination of related sector / thematic analytical studies
Lead and support external and internal relations, coordination and consultation initiatives for the division.
Provide guidance and advice to the Environment Thematic Group and foster cross-sector, cross-thematic collaboration across all Sector and Thematic Groups.
Oversee and promote regional and global cooperation on environment and safeguards through regional TA to deliver global and regional public goods, participation and contribution to critical regional and international events, activities and programs that have high strategic and operational relevance to ADB's environment operations.
Initiate, oversee and conduct capacity building programs on environmental management and safeguards for staff, executing agencies of developing member countries (DMCs), and other concerned parties.
Provide support for relationship management and coordination with internal stakeholders (Board, Senior Management and other departments) as well as external stakeholders (government, development partners, civil society, and private sector groups in DMC's in area of responsibility)
Provide a working environment that motivates, and encourages coordination and cohesion among staff, including through creation / leadership of appropriate multidisciplinary teams
Provide effective leadership to division staff, providing clear direction, regular monitoring and feedback on performance, coaching and mentoring, and ensuring their on-
going learning and development.
Manage budget and resource allocation for the division.
Relevant Experience & Requirements
Master's degree in or equivalent, in Engineering, Environmental Sciences, Environmental Economics, Social Sciences or other related fields.
University degree in Engineering, Environmental Sciences, Social Sciences or other related fields combined with specialized experience in similar organization / s, may be considered in lieu of a Master's degree.
Minimum of 15 years of relevant professional experience including international work experience in environmental management and environment and social safeguards and / or capacity development, or related area.
Excellent written and verbal communication skills in English is required
Ability to liaise and deal effectively with the Board, Management and senior staff, as well as with senior officials in client governments, collaborator agencies and civil society.
Strong analytical and strategic thinking skills.
Good interpersonal skills.

The selected candidate is appointed for an initial term of 3 years.
