Qualification Standards

Education : Master’s degree or Certificate in Leadership and Management from the CSC Experience : Four (4) years supervisory / management experience Training : 40 hours of supervisory / management learning and development intervention undertaken within the last 5 years Eligibility : Career Service Professional / Second Level Eligibility

Preferred Qualifications / Competencies

With experience on the following :

  • PPP project development / management, assessment and / or analysis;
  • PPP project bidding, contractual agreements, and / or transaction document;
  • Development / LGU planning and management
  • Advantage
  • Project appraisal, financial analysis and financial modeling

    Experience in dealing with LGUs and handling LGU projects

    Willing and able to undertake site inspections outside Metro Manila

    License on Environmental Planning, Civil Engineering, and / or Architecture

    Familiarity with the industry applicable laws, national and international codes and planning standards (e.g. National Building Code, HCM, Land Use Planning guidelines, etc.)

    Job Summary

  • Under direction of the Director III and with considerable latitude for the exercise of independent judgment, serves as head of the LGU Division of the Project Development Service engaged in varied work ranging from routine to very difficult and responsible work, or performs exceptionally difficult and responsible work requiring training and considerable experience and demonstrated capacity and intimate knowledge of project development and management, project finance, contractual agreements, and / or transaction advisory;
  • assumes the supervisory functions of higher level supervisor in his / her absence; and does other related work from time to time.

    The Project Development Officer V shall perform the following duties :

    1. Supervisory Duties (per Section 3 of P.D. 988)

  • Plan, program, and distribute work of the division.
  • Motivate, train, and develop subordinates to improve current performance and to
  • Review and evaluate the outputs / performance of the personnel and identifies actions to improve performance.
  • Maintain the morale and discipline among the employees of the division.
  • Develop and promotes cooperative and well-coordinated workforce.
  • Coordinate, cooperates, and establishes working relationships with the various PPPC units and external offices that impact on the division outputs.
  • 2. Technical

  • Oversee the outputs of the division in the overall project development cycle from conceptualization, screening, evaluation up to bidding / tendering.
  • Lead the PPP projects appraisal process, conduct initial project screening and strategic PPP project due-diligence.
  • Communicate status changes of projects with regards to details.
  • Provide comments and inputs on Project Financial and Economic analyses.
  • Perform other work that may be assigned from time to time by higher authorities.
