A. Education, Training and Experience

  • Bachelor’s degree in Economics, Business Administration, Finance, Engineering, Public Administration, Urban Planning
  • Relevant and related experience in project development / management, project finance, project evaluation, banking and finance, research, and urban planning
  • Attended relevant trainings in project development / management, financial modelling, PPP
  • B. Competencies

  • Be able to identify potential projects given the capabilities and resources of Implementing Agencies / Local Government Units.
  • Be able to identify the pros and cons of the financial model and its suitability for achieving the major objectives of the project
  • With good communication skills Able to develop presentations materials that effectively captures the message intendedCan produce written documents and / or reports that are grammatically sound and can accurately quote, paraphrase and summarize resources when conveying information orally and in writing
  • Able to summarize research materials in a clear and concise way
  • Duties and Responsibilities

  • Undertake the responsibility of managing the PPP projects assigned to him / her.
  • Provide technical support to implementing agencies (IAs) / local government units (LGUs) in the following : Hiring of consultants / transaction advisors.
  • Preparation / review of Project Concept Notes / Rapid Assessment Report.Preparation / review of Business Cases / Pre-Feasibility Studies and / or Feasibility Studies, and ICC Project Evaluation Forms / other project related documents for approval.

    Preparation of Tender DocumentsEvaluation of Unsolicited ProposalsBidding Process, including Competitive Challenge for Unsolicited ProposalsTurnover of project documents to the Project Monitoring Division for awarded projects, including provision of assistance for information requests regarding those projects

  • Coordinate with IAs / LGUs and Approval Bodies pertinent to PPP project development / approval / procurement.
  • Monitor progress, timetable, and milestones of PPP projects.
  • Conduct research as input to the development of PPP projects.
  • Conduct studies related to projects and special topics as directed by superior / s.
  • Provide technical secretariat support to various related working groups.
  • Prepare required reports, communication, and other correspondences as directed by superior / s.
  • Review draft policy instruments, memorandum circulars, and / or other PPP program-related initiatives.
  • Prepare presentation materials and act as resource speakers for capacity building activities as requested.
  • Perform other work that may be assigned from time to time by the Division Chief or by higher authorities.
