Job Description- Human Resources Manager

Plan, direct, and coordinate human resource management activities of the OMV Medical Corporate Office in Takoma Park, MD.

Must be able to maximize and maintain functions such as employee compensation, personnel policies, and regulatory compliance.

Knowledge and Responsibilities

Knowledge :

  • Principles and procedures for personnel, training, compensation and benefits, labor relations, negotiation, and personnel information systems.
  • Business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
  • Principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects.
  • Laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
  • Working knowledge of government contracts and health care employees.

  • Human resources program development to recruit and retain employees.
  • Employee relations, conflict resolution, and mediation skills.
  • Responsibilities :

  • Administer compensation, benefits and performance management systems, and safety and recreation programs.
  • Advise managers on organizational policy matters such as equal employment opportunity and sexual harassment, and recommend needed changes.
  • Analyze statistical data and reports to identify and determine causes of personnel issues develop recommendations for improvement programs, evaluate personnel policies and practices.
  • Internal and external audits to remain in compliance with regulating bodies.
  • Analyze training needs to design employee development, health, and safety programs.
  • Conduct exit interviews to identify reasons for employee turnover.
  • Develop, administer and evaluate applicant tests.
  • Administer benefits for employees though Benefits Connect, possess strong working knowledge of FMLA, Worker’s Comp., COBRA, USSERA, 401K, and EEOC requirements.
  • Development of policies and procedures.
  • Other duties as determined.
  • Qualifications :

    A Bachelors degree in human resources, labor relations, or in business administration with a concentration in human resources management is preferred.
