The RBSA-funded intervention promotes social dialogue to improve Philippines’ compliance with national and international standards, including COVID-19 responses, in selected economic zones and is part of an integrated strategy that feeds into policy and legal reforms.

To achieve this, tripartite constituents are supported to improve workplace cooperation, workplace and area-level compliance strategies and COVID-19 protocols and to establish monitoring mechanisms and dispute resolution mechanisms.

Maximizing the use of digital technologies, the expected results of the action are several. Firstly, tripartite social dialogue mechanisms are improved at ecozone level.

Secondly, the institutional framework for dispute resolution improved and an integrated case management established. Thirdly, the Employers Confederation of the Philippines provides services on workplace compliance and sustainable business practices in the ecozones and workers’ organisations offer stronger support for monitoring workers’ rights in the workplace, including on observance of OSH and COVID-19 protocols.

For policy and legislative reforms, the project aims to strengthen constituents’ engagement to address COVID-19 responses and comments of the ILO’s supervisory bodies on the application of the Freedom of Association and Protection of the Right to Organise Convention (C87) and the Right to Organise and Collective Bargaining Convention, (C98).

The project will support review of policies and practices in line with technical Conventions - ILO Convention 155 and its Protoccol (including its COVID-19 context) and Labour Statistics Convention, 1985 (No. 160).

Reporting lines

The Project Assistant will be based in Manila Office and report to and work under the supervision of the Project Manager.

Guidance will also be provided by the CO-Manila administrative and finance unit to ensure compliance with ILO policies, rules and procedures.

Description of Duties

  • Assist in monitoring the development plans and priorities, reports and other relevant information of project implementing partners with a view of identifying potential areas for cooperation.
  • Assist in the maintenance of the project monitoring system.

  • Provide programming and administrative support to activities undertaken by the implementing partners and prepare briefs, periodical reports and statistical data on status of project activities, contribute to the preparation of technical and progress reports.
  • Draft correspondence, faxes, memoranda and reports on administrative matters in accordance with standard office procedures.
  • Responsible for all administrative tasks, including logistical support to the project personnel, travel arrangements, visas, hotel reservation, etc.
  • and provide logistics arrangements for conferences, seminars, workshops and meetings.

  • Assist the Project Manager in the programming and preparation of budget estimates and expenditure forecasts by analysing and monitoring the situation of resources as compared to planned activities.
  • Maintain an overview of the financial situation of the Project, to ensure that timely administrative support is provided in general and particular areas.
  • Prepare and modify budget code and budget data such as budget proposals, budget revision, and re-phasing.

  • Assist the Project Manager in maintaining project financial transaction and reporting systems in accordance with the ILO financial rules and regulations.
  • Prepare administrative and finance related briefing materials for the Project Manager for reporting purposes and meetings with donors.

    Keep abreast of the progress report requirements and timetable, providing support to the CTA and coordinators for the preparation of the submission.

  • Provide information to project’s Implementing Partners on ILO administrative and financial procedures. Inform the Project Manager of potential difficulties that may arise from the administrative and finance management capacity and competence of implementing partners to address the problem in timely manner.
  • Provide interpretation of informal and formal translation.
  • Perform other duties as may be assigned by the Project Manager and / or the Country Director.
  • Required qualifications


  • Completion of secondary education.
  • Experience

  • Five years of progressively responsible administrative work, and some training in an administrative field. Proven experience of supporting implementation of technical cooperation projects and working effectively with government bodies in charge of policy making and with development partners would be an asset.
  • Familiarity with digital platforms is an advantage.
  • Languages

  • Excellent knowledge of the working language of the duty station and a good knowledge of English.
