Habitat for Humanity International (HFHI) is currently seeking a talented professional for the role of a Specialist - MEAL, Market Systems & Entrepreneurships.

The specialist is responsible in providing support to the Philippines Shelter Venture Lab implementation of a robust results measurement system, including facilitating and contributing to program design processes based on thorough needs assessments, assisting program staff with monitoring-related aspects of project implementation, and designing and implementing regular assessments.

The MEAL Specialist will also facilitate regular reflection activities and supporting the development a culture of learning within the team.

  • The MEAL Specialist will support the team in all MEAL-related processes, including but not limited to the analysis of constraints and root causes as well as the development of strategy;
  • regular collection of data that will serve to evidence the results obtained; and the systematic analysis of and reflection on the processes of the country program and results to inform adaptive management.

    This position will be based in Cebu City but with significant periods of time in the field and out of the office meeting with partners or conducting research.

    Candidate must be currently eligible to work in the Philippines without sponsorship.

    Key Responsibilities :

    Develop and implement the MEAL framework for the country program, in coordination with the global MEAL lead. Likewise, identify and propose continued improvements to the system.

    With the Sector Specialists, facilitate the development and implementation of LEAD Firm Intervention Plans. This includes :

  • The development of monitoring plans, as well as those related to accountability and identifying and sharing lessons learned.
  • The design, testing, and implementation of tools that are needed for data collection.
  • Ensuring effective flows of data and information.
  • And supporting and coordinating various kinds of assessments, including after-action reviews and evaluations.
  • Lead in the implementation of monitoring systems, including planning, conducting and overseeing field research that supports adaptive management of projects.
  • Assist the country team in strategic planning processes, including :

  • Guiding any needs assessment or foundational research necessary.
  • Assisting with the identification of constraints, root causes, and subsequent interventions that are relevant for and contribute to the Terwilliger Center’s identified impact.
  • In collaboration with the rest of the country team, identify opportunities for both formal and informal reflection, learning, and the use of monitoring and evaluation evidence.
  • Facilitate learning discussions, including regular portfolio and intervention reviews, and provide support in the development of learning outputs and their use.
  • This includes, but is not limited, the consolidation of relevant project information, regular donor reporting, the development and follow-up of action items, reports and presentations to partners and beneficiaries, and other relevant publications (blog posts, presentations, and publications in general terms).
  • Provide support to the team, in coordination with the country lead, on issues of accountability, including :

  • The participation of diverse stakeholders in intervention design, implementation, and assessment.
  • Ensuring that the potential for negative unintended consequences of our interventions have been considered.
  • And the consideration of sociocultural and environmental sustainability in intervention design.
  • Coordinate development, review and submission of monthly and quarterly project reports, including donor reporting.
  • Coordinate the regular review of performance data to assess progress towards annual performance targets and objectives and to promote a culture of reflection, learning, and accountability.
  • Integrate with HFHI’s organizational systems such as the Global Metrics Tool, annual and strategic planning processes.
  • Pursue continued personal capacity development through participation in trainings, research and conferences, etc. about MEAL-related topics.
  • In collaboration with the global MEAL lead, develop the MEAL capacities of the country team.
  • Work with other regional and global subject-matter experts, participate in regional and global initiatives, and share knowledge and innovation with TCIS and other colleagues.
  • Represent TCIS in appropriate forums / seminars / workshops whenever required.
  • Other related tasks as assigned by supervisor.
  • Successfully developed MEAL Framework in coordination with global MEAL Lead.
  • Successfully developed Lead Firm Intervention Plan with Sector Specialists.
  • Well managed Program MEAL Dashboard.
  • Led the Annual Program Planning and Evaluation, and conducted Quarterly Reviews.
  • Led or supervised research projects for the Philippines Shelter Venture Lab team.
  • Facilitated generation of knowledge and learning products. Active support of HFHI Values :

    Required :

  • Bachelor’s Degree in Political Science, Anthropology, Sociology, International Development. Economics, Business or related field preferred / MBA is a plus.
  • 5 Years Relevant Experience in M&E or Research with progressively increasing responsibility.- Facilitative. Able to work with diverse individuals and teams to facilitate results.
  • Entrepreneurial. Works well in dynamic environments with limited resources.
  • Agile. Prioritizes tasks and redirects work effort in response to new opportunities and changes in priorities.
  • Strong inter-personal skills with the ability to develop and manage good relationships between the project, private sector, government and other stakeholders.
  • Quality and results oriented. Demonstrated attention to detail, highly organized and able to coordinate multiple activities simultaneously and within deadline.
  • Communication and presentation skills in English (written and oral).
  • Advanced skills with Excel, SharePoint, PowerPoint and other MS-based office platforms.
  • Ability to train others or take complex concepts and distill them down.
  • Knowledge of market systems programs; familiarity with the DCED standard a plus.
  • Experience with quantitative and qualitative methodological approaches.
  • Experience with field-level project management.- Experience in monitoring and evaluating projects preferred.
  • Knowledge of data collection, management, statistical analysis, and visualization software.
