The position is assigned in the Myanmar Resident Mission (MYRM) within the Southeast Asia Department (SERD). SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region.

MYRM is responsible for country partnership and strategy, policy dialogue and client relationship, business development, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in Myanmar.

Job Purpose

The Safeguards Officer will support Asian Development Bank (ADB) operations in Myanmar in the area of safeguards, including analysis of social, environmental and natural resource issues, country programming, processing and administration of projects, and the identification / preparation of safeguards knowledge products, with a specific focus on environmental issues.

The incumbent will report to the designated International Staff, and will be stationed in Nay Pyi Taw.


  • Provide support to safeguard assessments of ADB operations in Myanmar; and undertake analytical reviews on environmental aspects of ADB operations in Myanmar and support designated HQ and MYRM supervisors and colleagues on social safeguard aspects.
  • Review and provide comments on project safeguard documents to ensure compliance with ADB environment and social safeguards policies.
  • Assist to develop knowledge products, services and partnerships to raise awareness and understanding of environmental and social safeguards.
  • Interact with government, civil society, other international organizations, development partners, and other stakeholders and advises them of ADB Safeguard Policy Statement, guidelines, procedures and good practices.
  • Participate in loan, grant and technical assistance (TA) processing; participate in selected fact-finding and appraisal missions for projects that are likely to have impacts on the environment and help prepare plans and actions to address safeguard issues.
  • Assist designated HQ and MYRM supervisors and colleagues in loan, grant and TA processing; participate in selected fact-
  • finding and appraisal missions for projects that are likely to have impacts on involuntary resettlement and / or on indigenous peoples;
  • and help prepare plans and actions to address safeguard issues.

  • Actively support project implementation with a particular emphasis on projects with environmental and social issues and to help ensure compliance with ADB safeguard policies.
  • Support regular country performance monitoring and preparation of country performance assessments. Conduct training needs analysis, prepare and deliver training programs;
  • organize workshops and seminars to disseminate findings of safeguards work supported by ADB and support strengthening of the country safeguard systems.

  • Undertake other tasks as assigned by the supervisor and reflected in the incumbent's work plan.
  • Qualifications

    Relevant Experience & Requirements

  • Bachelor's degree in the social sectors, environment and / or natural resource management, or similar area, preferably with advanced training
  • At least 8 years relevant professional experience.
  • Experience with multilateral development institutions is an advantage.
  • Demonstrated experience to effectively liaise with government officials, technical specialists, and staff from international development institutions preferable.
  • Familiarity with ADB's procedures and guidelines.
  • Ability to take initiative, make decisions and work independently on safeguards issues.
  • Ability to supervise preparation of an ADB-compliant resettlement plans, indigenous peoples plans, and environment safeguards documents.
  • Familiarity with Myanmar's institutions and governance structures.
  • Very good oral and written communication skills in English and in the local language.
  • Proficiency with computers, especially word processing, spreadsheets and email.
  • Strong client focus and high level of commitment to results.
  • Strong planning and organizing skills to handle many tasks simultaneously with deadlines.
  • Flexibility and willingness to perform a variety of tasks and expand the scope of work and responsibilities as needed.
  • Ability to mentor Administrative Staff to facilitate work planning, review, and quality delivery of intended results.
  • Ability to work effectively, proactively and collaboratively in a team-oriented environment.
  • Familiarity with local languages and institutions.

    The selected candidate is appointed for an initial term of 3 years.
