Monitoring and Evaluation Lead, The Philippines
ACDI / VOCA is seeking a Monitoring and Evaluation Lead for an anticipated 5-year USAID-funded Youth Activity in the Philippines.
The envisioned activity will support the Government of the Philippines to improve basic education and life skills for vulnerable youth.
The project will focus on engaging out-of-school youth (OSY) in workforce and community development activities, through provision of critical training and post-
training support to OSYs such as civic engagement activities, entrepreneurship, and job placements. The illustrative activity outcomes include : improved literacy, life and employability skills;
strengthened local capacity to deliver education and trainings service delivery; and strengthened youth leadership and engagement.
Manages overall monitoring and evaluation (M&E) of the program.
Ensures effective reporting, data collection, and monitoring systems are in place.
Coordinates with program teams to develop and update the Performance Monitoring Plans and works with the donor on its implementation and updating.
Ensures M&E quality and standards adhere to guidelines and industry standard good practices. Recommend adjustment of policies and strategies where required.
Tracks and analyzes project indicators and other useful statistics and prepare high-quality and timely reports using the recommended formats and communication channels.
Conducts regular field visits to monitor community projects for compliance, efficiency in implementation, and overall satisfaction of beneficiaries and stakeholders.
Participates in evaluations, selected research activities, and baseline surveys by providing the necessary program and organizational support.
Actively participates in the knowledge management system to capture relevant formal and informal information that will inform decisions, support project reporting requirements, and foster learning within the project.
Supports and guides design of interventions to increase the flow and effectiveness (leading to behavior change) of information based on assessments allowing for ongoing shifts.
Organizes and facilitates regular staff meetings to share experiences and lessons, and brainstorm ways to apply new learning.
Provide oversight of the M&E database, using it to track progress and trends, generate reports, and conduct data quality checks.
Coordinates and facilitates the refinement of the Theory of Change, logical framework, and education and economic opportunity indicators.
Supervises stakeholder workshops to refine approaches.
Oversees strengthening of M&E capacity of local organizations.
Master’s degree in a quantitative field such as economics, education, statistics, or other relevant subject with 8 years relevant experience, or a PhD in any of the stated field of study above, with at least six years relevant work experience required.
Proven experience and skills in quantitative and qualitative research methods, survey design andimplementation, statistical data analysis required.
Familiarity with applying the Collaborating, Learning and Adapting (CLA) approach to management is desired.
Demonstrated experience leading the M&E activities of a program.
Expertise in developing and operationalizing a comprehensive monitoring and evaluation plan.
Knowledge of Theory of Change, logic model, education, and economic opportunity indicators.
Demonstrated experience in data quality assurance, data utilization, and gender integration into M&E and experience.
Successful experience in the Philippines, in M&E capacity building of local organizations, in basic education and life skills for vulnerable youth M&E, and knowledge of USAID M&E strongly preferred.
Excellent written and verbal communication skills.
Fluency in English required.
