Senior Monitoring, Evaluation and Learning Specialist, USAID / Philippines Evidence-Driven Collaborating, Learning and Adapting, Manila, Philippines
Proposal Summary :
USAID / Philippines intends to issue a five-year project that will help the mission effectively practice and lead collaborating, learning and adapting (CLA).
The project will generate evidence from monitoring, evaluation and research related to the implementation of the mission’s Country Development Cooperation Strategy (2019-
2024). The activity will integrate learning into mission staff culture, systems and processes. Rigorous meta-analysis and dissemination of lessons learned will be required to shed light on the U.
S.-Philippines’ partnership and adaptive management requirements in the journey to self-reliance. This is an anticipated $25 million project scheduled to start in October 2019.
Position Summary :
The senior monitoring, evaluation and learning specialist will have primary responsibility for delivering the monitoring, evaluation and learning results of this project.
S / he will oversee evaluations, monitoring support for the USAID Mission and leadership of the creation and implementation of a learning agenda for the Mission.
Supervise all monitoring and evaluation (M&E) assignments conducted under the contract.
Plan and implement dissemination activities for sharing results and findings of monitoring, evaluation, and research activities under the portfolio.
Ensure the quality, timeliness and technical sophistication of services related to improving the integrity and usefulness of USAID / Philippine’s monitoring and reporting systems.
Work closely with the CLA Advisor to deepen USAID / Philippine’s existing learning capabilities and introduce improved avenues to learning.
Lead MSI’s contributions to USAID / Philippine’s efforts to deliberately draw contextual, programmatic and operational learning from its monitoring, evaluation, analytical and assessment efforts.
Master’s degree in a social science, development studies or related field preferred.
Seven (7) years of direct experience developing and managing evaluations, monitoring systems and / or conducting social science research.
Significant experience conducting program evaluations, preferably as a team leader or principal investigator.
Experience working on development programs in the Philippines or in the region is desirable.
Experience with USAID, Millennium Challenge Corporation or The Asian Development Bank preferred.
Fluency in English with excellent written and oral communications skills. Basic knowledge of Tagalog is a plus.
