Job Description :
This P&C Business Partner role will provide strategic partnering, consultancy and guidance to the specific customer group of WVI-Cambodia projects (Grants and PNS & GIK) and the leaders, managers, and employees who work with these projects.
This role will become the P&C expert in donor and project requirements and serve the end-to-end process, from project design, to supporting the development of grant staff, to project transition.
The role will operate similar to other P&C Business Partner roles, in terms of :
Providing strategic thought partnering to the customer group in areas like performance management, employee relations, P&C policies and procedures, compensation, benefits, recruitment and training, and Providing HR administrative and implementation support for topics such as recruitment and ensuring files are maintained

Provide timely thought partnership and strategic P&C support
Act as thought partner and trusted advisor with managers to improve people-related priorities
Gain knowledge and expertise in donor requirements and the different way WVI-Cambodia works through grants and projects
Join grant design work, focusing on staffing plans, job requirements, organizational structure, budget implications and other people implications
Contribute to grant start-up workshops
Serve as P&C representative on Project Advisory Committees for all grants
Strategically partner with Associate Director for Grants on the competency development for project managers
Lead efforts to ensure smooth close down of grants (for the people implications), and help plan for retention of good grant staff, for future roles
Liaison with Finance to maximize opportunities to direct charge as many support staff to Grants and thereby reduce CAL
Support the relationships and partnering between the Resource Acquisition unit in IP, and the Grants Management unit in Operations
Communicate with staff and managers in customer work unit regarding policy changes, payroll / benefits, or other P&C messages
Ensure proper induction of all new staff happens within first few days of employment
Provide guidance, counsel and training to employees and managers on issues of employee relations / conflict resolution
Serve as primary lead in investigations in customer group area and recommend solutions in a quick and efficient manner
Provide specific guidance to staff and managers during performance management season to ensure process is followed, and challenging situations are supported (ie. Needs Improvement)
Provide critical incident stress management / peer support when specific needs arise, and contribute to staff care efforts
Maintain knowledge of labour law requirements ensuring compliance
Support understanding and knowledge of staff well-being and healthy work environment.
Act as liaison between customer work unit and P&C department on all issues related to people and culture
Support the P&C department in better understanding the nature of work done in WVI-Cambodia’s grants and projects, and how our P&C tools / solutions need to adjust, to accommodate specific needs.
Assist in development and revision of P&C policies, particularly ensuring relevance and applicability for grants and project staff
Give input and feedback into tools developed by P&C Technical team, including piloting / testing and implementing across customer group
Coordinate Administrative P&C responsibilities including recruitment processing, leave tracking, and employee filing, while also supporting the NO Admin team in benefits processing and contract administration
Manage the full recruitment process for grants and other projects, including participating in interviews, advising on salary offers, and completed documentation per donor requirements, for effective support of managers and their ownership of hiring process.
Manage the sourcing and contracting of consultants as needed by grants and other projects.
Support the NO Admin team in timely record keeping (in HRIS and OurPeople) through up to date documentation
Timely submission of data for P&C metrics
Support the process for claiming hospitalisation and insurance benefits
Support managers in ensuring annual leave is taken through monitoring utilisation rates and accurate record-keeping
Timely staff separations including conducting exit interviews (for those leaving WV and those transitioning to new position within WV) and providing information to NO Admin team for timely payment of separation benefits
Ensure safe, secured and orderly updated maintenance of all staff files for customer group (to be on location).
