Background

  • The USAID / Philippines Better Access and Connectivity (BEACON) Activity seeks to promote better access and connectivity in the Philippines by a) improving the quality of its Information and Communications Technology (ICT) and logistics infrastructure;
  • b) improving the enabling environment and regulatory governance for ICT and logistics investments; and c) strengthening cybersecurity protections.

    The anticipated duration of this activity is June 2021 June 2026. BEACON Activity is implemented by Nathan Associates, private international economic and analytics consulting firm that works with government and commercial clients around the globe to deliver practical solutions and achieve lasting results.

    Primary Responsibilities

  • M aintains accounting records;
  • Reviews petty cash payments and estimates monthly funding requirements;
  • Reviews and approves all expense reports and consultant and vendor invoices;
  • Prepares accrual reports;
  • Manage the administrative activities relating to the finance function of the firm, ensuring that all financial data and records are safely and securely stored and archived so that the requirements of the auditors and fiscal and other authorities can be met;
  • Maintain vouchers and receipts for all purchases and payments;
  • Maintain control over petty cash;
  • Process accounts receivable and other incoming deposits;
  • Ensure that all payments have been approved by the authorized personnel in writing, and to ensure that proper hard copies of all accounting records are kept;
  • Track all advances whether for travel or program activities;
  • Carry out thorough review and analysis of subcontractor invoices;
  • Maintain database of charged hours of staff;
  • Generate timesheet reports regularly and ensure timesheet submission from staff monthly;
  • Any other duties as may be assigned by the supervisor.

    Skills & Qualifications

  • Bachelor’s degree;
  • At least five (5) years of experience working on an international development project, preferably USAID-funded;
  • Strong understanding of US government and Philippines financial management requirements;
  • The jobholder will be a proactive and efficient communicator with strong interpersonal skills;
  • The ability to work under pressure with minimal supervision and demonstrate discretion with common sense in discharging assigned responsibilities; and

    Must recognize the need to consult and seek for help from superiors when in doubt.
