Conduct a literature review (2000 to present) on the status and trends on complementary feeding indicators, policies, practices and programmes in the Phillipines.
Lead the stakeholder mapping exercise in the country. Identify the key stakeholders for complementary feeding and determine their degree of influence and engagement practices.
Conduct and document key informant interviews for clarification on gaps in data and information into system bottlenecks.
This should include identified key stakeholders, multi-sectoral partners and other relevant parties such as government, development partners, academic / research institutions.
Analyze the data / information collected from the literature review and key informant interview to develop the following : Outline of the current situation and trends of complementary feeding indicators and influencing variables.
Policy matrix to map the availability and quality of complementary feeding policies.Programme implementation matrix to map the types of complementary feeding programmes in place, their quality and their outcomes.
Organize key findings in an influence framework to provide a summary of the key barriers and gaps limiting the achievement of high coverage and high quality complementary interventions.
Revise and finalize this based on feedback from discussion with UNICEF and key partners.
Develop a country synthesis paper summarizing the following information : Status and trends in complementary feeding indicators (, MFF, MAD, timely introduction of complementary foods, continued breastfeeding at 1 and 2 years, receipt of vitamin A rich and iron rich foods, receipt of fortified foods or micronutrient supplements)Knowledge of the contextual information shaping the enabling environment for complementary feedingStatus of policies and guidelines on complementary feedingScope, quality and geographic and individual coverage of complementary feeding interventionsSummary of key system barriers and gapsRecommendations for key policies and interventions for complementary feeding
Implemented stakeholder mapping exercise and literature review.
Database of project-related documents that includes stakeholder mapping, key informant interviews, questionnaires to key stakeholders, desk reviewed materials, analysed data etc.
Reports on analysis of literature review data with finalization of outline for current status / trends, policy matrix, programme matrix;
stakeholder review for the influence framework.
Initial draft of country synthesis paper summarizing the landscape for complementary feeding and the key recommendations for the landscape analysis.
Final draft of country synthesis paper.
Deliverables will be time bound and deliverable dates will be agreed upon with the consultant before the finalization and signature of the consultancy contract.
Qualifications and Competencies of Successful Consultant
Advanced degree (Master’s or higher) in Public Health Nutrition, Nutritional Epidemiology, International Health and Nutrition, Maternal and Child Nutrition, or other Nutrition-
related science discipline.
Minimum of 8 years relevant professional / technical experience in public health and nutrition supported by strong references.
Strong experience in strategic planning, policy development, policy research and implementing IYCF and large scale nutrition programs an advantage.
Previous experience in planning, managing programming landscape analyses, analyzing and synthesizing policy and programme information, and in conducting literature reviews on health and nutrition is a major asset.
Thorough understanding of the First 1000 Days, the Management of SAM, and Stunting Prevention, Maternal, Infant and Young Child Nutrition Global Targets desirable.
Expertise in IYCF highly preferred.
The ability to meet deadlines and work with minimal day to day supervision.
Good analytical and communication skills (oral and written) especially presentation skills.
Good computer knowledge and skills including use of essential software packages.
Excellent coordination and interpersonal skills.
Fluency in English.
