The position of Discipline Engineer Pipelines for SPEX Engineering & Projects Department is to provide pipelines specific expertise during the Operate Life cycle phase of the Malampaya Assets.
The role covers the following assets : Two-Phase Flowlines, Gas Export Pipeline, Condensate Export Pipeline, and Tabangao-Sta.
Rita (TSR) Pipeline, in providing support to Production and coordinates activities required to safeguard and improve the Technical Integrity & Reliability of these assets.
This position is expected to provide the necessary Pipelines input and activity coordination in the Annual Integrity Review (HBAs), develop, and supervise implementation of day-to-day processes required to manage the overall system integrity.
What’s the role?
Manage all processes, systems and procedures required to inspect, maintain and technically support Malampaya’s pipelines : offshore and onshore, and to accomplish this with due regard to all aspects of HSE.
Construct and implement all processes for managing and continuously demonstrating pipeline and underwater asset integrity.
Ensure that the pipeline IMR programmes are in place and adhered to.
Challenge and refine IMR programmes to ensure cost effective pipeline inspection and maintenance.
Principal Accountabilities :
Maintain the highest HSES standards in all pipeline related work.
Act as focal point for third party liason with respect to pipeline inspection and integrity management.
Take the role of Contract Representative for Underwater Services Contracts.
Support a follow-on engineering team as required in any further pipeline development or modification.
Responsible for execution of underwater asset inspection programme and deliverables.
Effectively support in managing the integrity service providers, SOGA, with respect to cost, work programme and service quality.
Review, challenge and refine existing pipeline IMR programmes, via the RBI process, to ensure cost effective pipeline integrity management.
Apply Business Improvement techniques (FFF and CI) to all aspects of the role to drive improvements in safety, technical integrity, reliability, availability, financial management, to minimize waste and maximize business benefit.
Develop interfaces between corporate maintenance management systems and any dedicated pipeline management systems, for example SAP and IMSA.
Act as custodian of key integrity data for Malampaya’s pipelines and act as Asset Team focal point for the maintenance of a Geographical Information System (GIS).
Review and subsequently revise SPEX Pipeline CoP, Pipeline Operating Manuals and Pipeline IMR Manuals.
Keep abreast of developments in technologies, practices and industry standards. Replicate and apply these enhancements where it adds value to the business.
Keep abreast of breakdowns and pro-actively challenge how to reduce / eliminate, initiate needed changes to maintenance procedures or equipment as required.
Support Maintenance and Operations in ensuring reliable operation and maintenance of Pipeline equipment through site observation, reliability walks and spot checks of ongoing repairs and other onsite / off-site activities
Support failure investigations and technical studies for Pipeline Assets’ vulnerabilities and incidents, using Causal reasoning or other relevant techniques, within the AMS framework
Provide input to reports, audits, and other company corporate organisations etc.
Participate in the discipline forums to discuss issues of general interest and promote teambuilding
Provide support to technical reviews including IPF assessments, HAZOP reviews, PM Optimization reviews, etc.
Conduct review of inspection packages report after the completion of annual inspections.
What we need from you?
Qualifications with BS in Mechanical Engineering
Registered Mechanical Engineer with the Professional Regulation Commission of the Philippines or on track to attain this qualification
Results driven, able to set own priorities and independently deliver upon them
Good communication and interpersonal skills, able to deal effectively with stakeholders (vendors, contractors and Shell counterparts)
SPECIAL CHALLENGES :
Candidate is expected to conduct visits to Offshore and Onshore locations that will require him / her to be medically fit and in possession of valid HSSE trainings
High stress environment at times due to the minimized manning and workload that needs to be balanced against cost and schedule
Role requires call-ins on off hours and overtime to deal with plant issues as dictated
Role requires excellent time management skills due to multiple activities to support concurrently

Maintain effective working relationships with the EPA team, in particular the Pipeline TA, seeking support and guidance as required.
Inspect, maintain and if necessary, repair the pipeline infrastructure in a challenging environment, with very limited local technical resources.
Design, implement and maintain integrity management processes, in an environment with currently limited regulatory control, which are effective, yet consistent with the limited size and complexity of a single asset Operating Unit.
In addition to pipeline integrity, take responsibility for asset integrity for : Calm Buoy, Concrete Gravity Structure (CGS).
