Energy Secure Philippines (ESP) Project
Job Summary :
Under the supervision of the Finance and Grants Manager, the Accountant is responsible for utilizing appropriate systems and following established procedures for processing payroll, vendor payments, staff expense reports and other project expenditures.
He / she will properly disburse, account for, and report on the use of project funds in a timely manner and compliance with RTI’s policies and procedure and the terms of the Task Order.
Essential Duties :
Maintain local accounts in the QuickBooks computerized accounting system; enter and code all transactions in QuickBooks;
Prepare calculations of staff payroll, including tax withholding and mandatory contributions to government funds;
Maintain files of backup documentation for all local transactions as required by USAID regulations and RTI policies;.
Prepare and submit to Finance and Grants Manager documents for monthly financial reporting package to be sent to the RTI home office;
Perform support functions required in maintaining RTI bank accounts; Reconcile monthly petty cash accounts; perform regular and surprise petty cash count;
Follow up with project staff and seconded subcontractors’ personnel to make sure that liquidation of travel advances and expense reporting are submitted within the deadlines;
Review expense reports submitted by staff and seconded subcontractors’ personnel to ensure their compliance with RTI procedures and terms of the Task Order;
Support Finance and Grants Manager in tracking expenditures against approved budget;
Perform other general accounting tasks as assigned by his / her supervisor.
Qualifications - External
Minimum Required Education & Experience
Bachelor’s Degree and 3 years of experience
Bachelor in Accountancy is required

Discreet in the judgment and management of confidential matters, materials and sensitive issues
Ability to answer most inquiries and questions independently and follow up on requests in an efficient manner.
Ability to resolve problem situations as a tactful and effective communicator, both orally and in writing, ability to deal with persons of diverse cultures.
Ability to understand and interpret policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.
Ability to function independently and carry out routine responsibilities with minimal supervision
Must be proficient in MS Excel and with working knowledge of QuickBooks accounting software
Attention to detail is a must
Must be able to communicate in both local language and English (written and oral).
Ability to work well in team environment
Physical / Mental Demands
Physical and mental demands of this role include those that must be met by an employee to successfully perform the essential functions of this job, as outlined above.
Examples include : remaining in a stationary position for long periods of time; operating a computer and other office machinery;
thinking, learning, and concentrating effectively and frequently communicating with other people, both within RTI and outside of RTI;
frequently moving about inside and travel between offices and laboratories; frequently conducting laboratory site inspections (if applicable), ability to handle the stress associated in meeting frequent, multiple and tight deadlines, ability to work in excess of 40 hours per week as workload and deadlines may require, ability to have regular, reliable and predictable attendance.
