The position is assigned in the Office of the Director General (SPOD) within the Strategy Policy and Review Department (SPD).

SPD provides ADB with strategic planning perspectives and direction, ensures policy and operations coordination, supports allocation and monitoring of the use of operational resources, manages the implementation of development results and effectiveness, and maintains institutional relations with the international development community.

SPOD supports the Director General in managing the department's key result areas, human and financial resource requirements.

Job Purpose

The Senior Planning and Policy Specialist (Institutional Coordination) will provide strategic and administrative support to the Director General and SPD Management Team.

  • These will include support for business processes streamlining and review of relevant operational plans and policies as part of Strategy 2030 implementation;
  • SPD quality review of selected project and program documents; representing SPD in data governance and IT-related committees;
  • contributing to operational results reports; and overseeing human and financial resource requirements of the department.

    He / she acts as focal of SPD in relevant working groups in ADB and oversee coordination with other departments.

    The incumbent will report to Advisor, SPOD, and may supervise one or more national and administrative staff.


  • Support reviews of relevant operational (e.g., the resident mission-related) plans and policies as part of Strategy 2030 implementation.
  • Support business process streamlining aligned with Strategy 2030. This includes contributing to revision of operations manual and staff instructions.
  • Participate in SPD quality assurance review of selected project and program documents to ensure consistency with applicable operational policies and appropriate choice of modality.
  • Support in resourcing Strategy 2030 implementation (e.g., staff resource / skills assessment, knowledge management, operational resources allocation).
  • Provide substantive contributions to corporate strategic planning and policy coordination.
  • Lead in knowledge sharing and disseminating relevant information, findings and lessons to increase awareness and knowledge in ADB about operations policies and business processes.
  • Act as a resource person for internal training and external briefings on ADB operational policies and procedures.
  • Oversee and monitor SPD's staff resources and provide advice to SPD management on level complement allocation, staff movements, recruitment, performance management and other HR policies and programs.
  • Oversee the preparation, submission and monitoring of SPD's budget.
  • Lead and undertake special initiatives assigned to SPD, as needed.
  • Participate in various committees, working groups, and task forces assigned to SPD.
  • Provide coaching and mentoring to teams and individuals to ensure their ongoing learning and development.
  • Qualifications

    Relevant Experience & Requirements

  • Master's Degree, or equivalent, in economics, finance, business, public administration or related fields, combined with specialized experience in similar organizations.
  • Alternatively, university degree in related fields combined with additional relevant professional experience can be considered.

  • At least 10 years of relevant professional experience, with excellent knowledge of development conditions and challenges across the Asia-
  • Pacific Region, and of the broader international development agenda.

  • International experience working in development in several countries.
  • Thorough knowledge of strategic objectives, priorities and operational procedures of similar multilateral institutions.
  • Good understanding of ADB products and services.
  • Ability to share and utilize relevant knowledge to benefit the broader ADB community.
  • Strong analytical skills.
  • Ability to effectively operate as part of a team and to coach team members to develop their capabilities and potential.
  • Excellent oral and written communication skills in English.

    The selected candidate is appointed for an initial term of 3 years.
