Project Summary :
The anticipated USAID-funded Youth Activity project in the Philippines will work with the Government of the Philippines to support improved basic education and life skills for vulnerable youth.
The activity outcomes will include improved literacy, life and employability skills; strengthened local capacity to deliver education and training service delivery;
and strengthened youth leadership and engagement.
Position Summary : The Local Capacity Building Specialist will be responsible for designing and implementing the project approach to educational capacity building, in conjunction with the Ministry of Education.

This position reports to the Deputy Chief of Party.
Primary Responsibilities :
Facilitate a process with the Ministry of Education to assess and enhance local capacity to provide basic education and life skills for vulnerable youth;
In coordination with the project team, engage with youth, the business community, civil society, and other stakeholders to assess the strengths and challenges of current educational systems providing basic education and life skills for vulnerable youth;
Provide expert guidance to support implementation of enhancements to local capacity in areas to include but not limited to curriculum design, teacher training, budgeting, stakeholder engagement, and other issues;
Improve the capacity of government education officials to develop leadership, managerial, and supervisory skills to effectively implement basic education and life skills programs for vulnerable youth; and
Provide training and coaching on various issues including data analysis and evidence-based decision making, monitoring, staff mentoring, and other priority issues.
Required Skills & Qualifications :
Master’s Degree in Education or related field;
At least eight (8) years of experience in a leadership position responsible for strengthening educational systems;
Demonstrated experience working with government agencies and other stakeholders at the national, regional, and local levels;
Demonstrated capacity to lead workshops, trainings, and strategic planning sessions;
Ability to work well in a diverse team environment as well as independently; and
Professional proficiency in English and Filipino.
