Reporting into the Vice Dean for Research & Graduate Studies, the director of operations and planning is responsible for overseeing day-to-day, mid-term, and long-term operations management for the programmatic offices that support the biomedical research enterprise at the Penn State College of Medicine.

Duties include annual budget development, development, collection, and analysis of unit-based key performance indicators, business intelligence gathering and analysis for decision making around areas of financial, space, equipment and recruitment investment, and business process improvement support for operations management of the now 18 program offices and teams, such as the Clinical Trials Office, the Center for Medical Innovation, the Office of Research Affairs, that comprise the research administration area under the jurisdiction of the vice dean for research and graduate studies and associate vice president for health sciences research.

This oversight also includes determining research resource and space investment in 20 clinical research departments, 5 institutes and 8 basic sciences departments in direct collaboration with and impact on the Penn State Health (PSH) and Milton S.

Hershey Medical Center (MSHMC) clinical operation. The incumbent is responsible for working with the Vice Dean for Research and Graduate Studies and other senior management across the College of Medicine, PSH and MSHMC, and University Park main campus to execute the overarching Penn State Hershey and Penn State University strategic plans, special initiatives and projects that drive achievement of research, education and patient care goals.

The incumbent represents the Vice Dean on University-wide task forces and institutes, as well as in the community as directed.

The position also advises the vice dean on management, allocation, and outcomes tracking for central resources invested, as well as those invested from the gifts, endowments, and other restricted funds under the purview of the Office of the Vice Dean for Research and Graduate Studies.

Candidates should have significant experience working with senior stakeholders as well as managers and staff across multiple levels, possess project management experience, have demonstrated achievement in the areas of business intelligence and analytics, a strong track record of designing, implementing and monitoring outcomes for business process improvement activities, knowledge of HR basics around recruitment and personnel management, and financial analysis acumen.

Comfort in taking assignments forward with limited supervision and juggling multiple priorities on competing deadlines is required.

Experience developing presentations of complex business information to be shared with broad audiences is a plus.

BA require, Masters preferred, or commensurate years of professional experience.
