Dexis seeks a mid-level Non-Permissive Environments (NPE) Monitoring Specialist to support the five-year, USAID / Philippines Evidence-

driven Collaborating, Learning, and Adapting Activity. The NPE Monitoring Specialist will serve as the primary overseer of all third-

party monitoring work in NPEs, specifically Mindanao. S / he will design, recommend appropriate approaches and methods and implement all continuous monitoring in Mindanao and will lead the majority of the third-

party monitoring site visits, data collection, data analysis and reporting. S / he will work closely with the Senior M&E Specialist and with USAID staff to determine monitoring priorities for activities that USAID staff are unable to visit due to security.

S / he will work closely with implementing partners who operate in NPEs to strengthen their capacity to effectively collect data.

This position will be full-time and will likely continue to evolve throughout the life of the project based on program needs.

Responsibilities

  • Design and recommend appropriate approaches and methods to fulfill monitoring needs
  • Lead the majority of the third-party monitoring site visits, data collection, data analysis, and reporting
  • Work closely with implementing partners who operate in NPE’s to strengthen their capacity to effectively collect data
  • Qualifications

  • Minimum of a Bachelor’s Degree (Masters preferred) in a related field
  • Willing to be based in Mindanao
  • A minimum of 10 years of experience in assessing and learning and / or monitoring and evaluation
  • Proven track record of leading and implementing monitoring and evaluation work in NPE areas
  • Experience with data management, quality control, analysis, and reporting
  • Excellent reporting and writing skills
  • Knowledge or experience in international development, especially USAID
  • Fluency in written and spoken English, fluency in Cebuano or other local languages preferred
  • Strong networks of Philippine technical experts in learning, monitoring, evaluation, research
