Background

SecondMuse is a pioneering innovation and collaboration agency that has initiated a Food System Vision Prize under its Nourrishing Cities program that aims to create regenerative, nourishing, and equitable food systems initially in six (6) countries USA, Nigeria, Uganda, Colombia, India, and Philippines.

Funded by the Rockefeller foundation, the prize generated 1,300 applications from food system visionaries all over the globe, from which ten (10) finalists were selected to take part in its accelerator program to help transform their concepts into action.

Realizing the need to work with a global partner given its program’s current scope and ambition, SecondMuse has recently partnered with Oxfam to facilitate identification and partnerships with innovative entrepreneurs in urban and peri-urban contexts in the 6 countries, and strengthen the initiative’s advocacy, campaigning, and alliance-building components towards more systemic change.

As one of the finalists, Oxfam Pilipinas recently embarked on a process of assessing the country context and map potential partner communities’ needs using an ecosystem framework focused on six (6) priorities social entrepreneurship, policy advocacy, capital, culture and strategic communications, infrastructure, and workforce.

This analytical frame hinges on the following set of common questions across prioritized pillars :

  • What is the current situation in selected area (urban and peri-urban sites, and national) for the establishment of a food hive?
  • What is the overall strength of this pillar?

  • Who are the partners or ecosystem actors that you are currently engaged with and / or will work with at this stage (i.
  • e. women’s right organizations, youth, entrepreneurs, policy makers, innovators, influencers, etc.)? Are there partners from the cohort of Food System Vision Prize applicants / finalists that would be fit to engage for the country initiative?

  • Are there new or ongoing initiatives related to the prioritized pillar within the country? If there are, what are these initiatives, how far are they in the process, and what synergistic opportunities are present for advancing the Food Hives to Nourish Cities initiative?
  • How can the Food Hives to Nourish Cities Initiative support this pillar in potential partner communities under this pillar?
  • What changes will be seen in partner communities if Food Hives is able to adequately support this pillar? (Considering the following key thematic areas : inequality and fair economies, climate and environment, nutrition, and gender.)

    Based on initial scoping and designg discussions of Oxfam Resilience Portfolio team and program stakeholders, four pillars of the Food Hives initiave are aligned to Oxfam Philipines strategic pirorities to build resiliecy.

    In this line, Oxfam is looking for a consultant to faciltate the full development of the a five year urban / peri-urban food system program within a period of five (5) months.

    Details of scope of work are outlien below.

    Objectives / Scope of Work

  • Lead the co-development of a full program design. Will be managing and steer the entire co-designing process of program designing with Oxfam, donor, partners and stakeholders.
  • Cognizant to the back donor requirements and Oxfam’s strategic priorities on resilience, a full design with goal, outcomes, theory of change, and monitoring and evaluation framework for measuring change towards the establishment and strengthening of regenerative, nourishing, and equitable food systems will be the main result of this task.

  • Manage the completion of the urban food sysstem scoping study . Facilitate process of coming out with comprehensive and substantive analyses of the country and local contexts (i.
  • e. within the selected urban and peri-urban sites) for proposed efforts to rebuild local food systems along more inclusive and equitable lines, towards identifying strengths and opportunities for Oxfam Pilipinas and its local partners, including possible value-added of country efforts to learning within the global network.

    A. Program design

    This includes related process to develop the program design such as :

  • Concept note to facilitate designing session with partners and key stakeholders;
  • Program design document (including theory of change and annexes). Content of the program design will be determined based on donor requirement.
  • Presentation deck of final proposal (to be used for stakeholder and donor presentation)
  • B. Scoping study

  • Inception report following an inception meeting with Oxfam Pilipinas, to include : Final agreements with regard to overall research frameworkDrafts of proposed instruments for primary data gatheringInitial design for proposed sense-making and results validation sessionDetailed work plan for the scoping studySuggested outline for the scoping study reportData management and protection plan
  • Presentation deck on key findings and recommendations from the scoping study, to be presented during the proposed sense-making and validation workshop.
  • Initial draft of scoping study report addressing key scoping questions for each of the prioritized pillars of the ecosystems development framework, and outlining results of collective sense-making sessions with Oxfam Pilipinas and partners around proposed change paths and target outcomes, recommended key success measures, and initial design parameters of the food hives initiatives for the country and targeted sites.
  • Final scoping study report based on the additional feedback and inputs on the draft report from Oxfam Pilipinas, potential partners, and other key stakeholders.
  • Qualifications

  • Demonstrable experience in program designing and managing researches.
  • Mastery of the project management cycle, program management experience, and / or a certified project management professional.
  • Ability to grasp complex information and package into concise, engaging material
  • Understanding of fundraising in the development sector
  • Understanding of development, working knowledge of gender mainstreaming and rights-based approaches
  • Demonstrated ability to communicate effectively and concisely in written and oral form, including packaging and disseminating work and learning by project stakeholders.
  • Demonstrated ability to prepare and make presentations in public speaking or program desiging sessions.
  • Preferably familiar with Oxfam programs.
  • Immediately available.
  • Period of Engagement : May 2021 until August 31, 2021

  • Up-to-date Curriculum Vitae. If the consultant is submitting an application in behalf of an organization, a profile of the organization showing their suitability and a letter from the organization’s Director authorizing the applicant to submit a bid in behalf of the organization.
  • Expression of Interest (1-2 pages maximum) which describes the consultant’s relevant experience and expertise, as well as motivation for assignment.
  • Proof of work with cost proposal.
  • Applicants are required to submit Expression of Interest and indicate costing for scoping study; designing process; partners consultation / workshop and scoping study dessimination.
