The successful candidate will support HD Philippines to meet strategic objectives and program deliverables by acting as the team’s focal person for monitoring, evaluation and learning, and increasing the team’s capacity to ensure effective MEL strategies and activities are designed and implemented.
The PO’s key responsibilities include the following :
Contributing to the design and development of M&E systems, approaches, and tools to quantitatively and / or qualitatively measure or describe results and impact, innovating when needed
Leading in the planning, implementation, and organization of M&E activities for the different projects including peer reviews and external evaluations
Being responsible for the collection, recording and safekeeping of data related to M&E
Drafting progress and other M&E reports as required by the donor
Working with implementing partners to develop appropriate M&E tools or reporting mechanisms consistent with HD’s needs
Contributing to the development of knowledge products to document results and achievements across projects
Liaising with HD’s MESU team in headquarters and keeping up-to-date with developments in HD’s over-all adaptive M&E strategy and global activities for their implementation in the Philippines
In addition, the PO is expected to :
participate in planning activities and strategy sessions;
provide backstop and surge support (on-site or off-site) to operations / project activities;
contribute to HD’s conflict analysis, keeping track of developments in the areas of operation;
contribute to HD’s efforts to build and strengthen relationships with stakeholders and relevant actors including peer organisations, both international and local; and
contribute to the drafting of new project proposals and partnership agreements.
Strong understanding of and solid experience (at least three years) in MEL and critical reflection processes, and quality assurance in a similar field (e.
g. mediation, peace-building, or development in conflict contexts)
Strong understanding of peace process and conflict dynamics in the Philippines and particularly in Mindanao
Strong facilitation, public speaking and presentation skills;
Excellent verbal and writing skills in English
Competence in managing databases (Excel or other)
Tertiary education in a relevant field
Willing and able to travel to and within the BARMM
Experience working in communications or in knowledge management an asset
Fluency in local language spoken in BARMM an advantage
