Our team is composed of experts in health economics, policy, and research, who are all working with countries to support their efforts to move towards UHC.
In the Philippines, ThinkWell has begun the implementation of Strategic Purchasing for Primary Health Care (SP4PHC) as one of six countries where this project is being implemented.
Within the overarching project goal of SP4PHC, ThinkWell is committed to supporting countries to deliver on their own agendas, helping them to address priorities they have identified.
The Philippine UHC policy environment presents a positive and encouraging opportunity for ThinkWell to be a major player in helping to implement the UHC bill which has been enacted this year.
The Implementing Rules and Regulation are currently being finalized and is expected to be signed before September 2019. Concurrent to the work on crafting the IRR, work on policies and programs that will be rolled out in Advanced Implementation Sites (AIS) have started in the Department of Health (DOH) as well as PhilHealth to support the implementation of the UHC Law.
Advanced Implementation Sites are province- or city-wide health systems that will be supported and contracted by DOH and PhilHealth to demonstrate various approaches and mechanisms to achieve technical, managerial, and financial integration as mandated by the UHC Law.
The lessons and experience generated from these sites will serve as basis for the development of national policies on the integration of local health systems in particular and for Universal Health Care in general.
Technical, management and financial integration are defined by the DOH as follow : TECHNICAL INTEGRATION Encompasses the clinical and public health functions to deliver seamless, coordinated, comprehensive primary health care with intersectoral participation MANAGERIAL INTEGRATION Consolidated administration and management of public resources at the province-
wide / city-wide level : Human resources for health, Health facilities and equipment, Health information system, Health technologies and medicines FINANCIAL INTEGRATION Consolidating all financial resources within a province-
wide / city-wide health system in a Special Health Fund, exclusively and strategically used for health and health-related needs.
Thirty-three provinces and cities have already been identified as the initial batch of UI Sites (formerly AIS). They will be launched September of this year, but implementation is expected to start January 2020.
The DOH will provide overall support and investment for these sites but are also enjoining development partners to provide horizontal (sponsoring an intervention across all sites) and vertical support (adopt-

As part of the strategies of the SP4PHC project, the ThinkWell Philippine Country Office plans to provide vertical support to 2 of the 33 initial UI Sites (AIS).
As part of this support, we are seeking to hire a Senior Service Delivery Network (SDN) Specialist to oversee the TA to be given these two sites.
Responsibilities The Senior SDN Specialist, along with the rest of the SP4PHC Philippine Country team, will help to ensure that through strategic purchasing within the context of the UHC Law, the desired improvement in health outcomes for Filipino citizens will come closer to fruition in the next 5 years.
In particular, it is hoped that key health outcomes in Family Planning (FP), Maternal, Newborn and Child Health (MNCH) within the ambit of Primary Health Care (PHC) will significantly improve.
This subnational role is to primarily work with key stakeholders at the regional and provincial level of the UI Sites (AIS) as well as the Department of Health (DOH), PhilHealth and other members of the SP4PHC Team in the Philippines to help the AIS in achieving technical, management and financial integration.
that will guide and ensure rational, sustainable implementation of the various facets of the Philippine UHC Act. Emphasis will be placed on the delivery of appropriate, responsive Primary Health Care services especially geared towards an increase in utilization of Family Planning Services and MNCH services that are paid for by the national single purchaser of the social health insurance scheme.
