Purpose

To ensure that ADB acts as the fiduciary entrusted by the financing partners with the care of their funds, the Senior Financing Partnership Specialist will lead supporting execution of cofinancing (e.

g., project specific and trust funds), submit consolidated reports on project status and / or financial progress to the financing partners as per the relevant cofinancing agreements, and manage bank-

wide systems and data on financing partnership.

Work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods.

The incumbent will report to Director, SDPF and will supervise both national and administrative staff.

Responsibilities

Administration of project-specific cofinancing

Leads verification of data entered in systems on financing partnership.

Leads management of fund inflows, administration fees, foreign exchange fluctuation, balance and audit (if required in the cofinancing agreements).

Ensures compliance with other commitments made by ADB in the cofinancing agreements

  • Leads regular sharing of feedback on cofinancing administration issues with SPD for future improvements in cofinancing agreement templates.

  • Reporting to financing partners on project specific cofinancing

    Leads development of standardized reporting formats in collaboration with SPD.

    Leads preparation and submission of financial and project narrative (or progress) reports through requesting inputs from departments implementing the cofinanced projects and reviewing consistency of contents and data.

    Reporting to financing partners on trust funds

    Leads reviews of reports on the relevant trust fund (as requirements stipulated in the respective trust fund proposals).

    Leads submission of trust fund reports to relevant financing partners.

    Trust funds operationalization

    Leads materializing implementation arrangements as provided in the proposal for establishment of trust funds upon approval.

    Leads continuous improvements to business processes under relevant trust funds.

    Trust fund administration

    Leads identification and selection of projects and TAs for trust fund financing and monitor implementation of projects and TA under trust funds.

    Leads communication to financing partners and public on trust funds activities (e.g., trust fund reports and web sites).

    Leads support to preparation application, RRPs, grant assistance reports and / or TA reports by trust fund applicants.

    Leads timely management of bank account, fund inflows (installments and remittance), administration fees, foreign exchange fluctuation, balance and audit.

    Leads review and consolidation of project-level reports.

    Leads preparation of trust fund-level reports (as requirements stipulated in the respective trust fund proposals) and provide accurate data for quality assurance reviews.

    Leads support to operations departments in resolving issues specific to project and TA under the relevant trust funds.

    Leads changes to existing relevant trust funds

    Leads disposal of the fund balance as per agreements with partners and closes trust funds.

  • Leads preparation of annual trust fund reports and other reports in accordance with the relevant legal agreements and ADB s commitments.
  • Support to trust fund administration

    Leads supporting fund managers, upon requests, (in SDCC and other departments) in management of fund inflows, administration fees, foreign exchange fluctuation, balance and audit.

    Leads supporting disposal of the fund balance as per agreements with partners and closes trust funds.

    Reports reparation

    Leads preparation of (a) statement of operations, (b) constituency reports, and (c) quarterly TF outstanding balance.

    Leads preparation of inputs to (a) ADB Annual Report, (b) donor reports, (c) development effectiveness report, (d) quarterly operations review meetings, (e) management dashboard, (f) briefing notes, (g) country information notes, and (h) donor and developing member country facts sheets.

    Leads regular communications with the Strategic Partnerships Division of the Strategy, Policy and Partnerships Department (SPSP) to exchange partners feedbacks to help ensure that such feedbacks are appropriately addressed in the relevant reports.

    Knowledge management

    Leads accumulation of knowledge related to the key responsibilities as listed above ensuring that such knowledge is open to all staff in the same division, and dissemination of thereof through internal and external events and publications.

    Staff supervision

    Leads provision of regular supervision, coaching, mentoring, monitoring and feedback on performance, learning and development to reporting staff.

    Relevant Experience & Requirements

    Master s degree in Business Administration, Finance, Economics, Law or relevant fields. Alternatively, university degree in related fields combined with additional relevant professional experience can be considered.

    At least 10 years of relevant experience in the Asia and Pacific region, including demonstrated understanding of the international development assistance architecture and official cofinancing instruments.

    In-depth understanding of operations data analytics and reporting is required. Prior experience in loan, grant and TA processing, project and TA implementation and portfolio management are desirable.

    Experience of high-level coordination and interaction with both internal and external stakeholders; and detailed knowledge of cofinancing operations is required.

    The candidate should have broad-based understanding of MDB operations, activities, and processes.

    Proven management experience is a prerequisite.

    Excellent written and verbal communication skills in English is required.

    International experience working in several countries with experience in multilateral or bilateral agency s resident missions or field offices an advantage.

    The selected candidate is appointed for an initial term of three (3) years.
