Background The Collaborating, Learning and Adapting for Improved Development (CLAimDev) activity’s purpose is to bolster the capacity of USAID / Philippines to effectively lead and practice collaborating, learning, and adapting (CLA), which has the broader goal of enhancing USAID’s development effectiveness.
The CLAimDev activity will strengthen the evidence base of USAID / Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions.
CLAimDev will also conduct evaluations, research, assessments, and third-party monitoring and verification tasks in geographically diverse areas in the Philippines.

Panagora Group seeks local monitoring and evaluation professionals to assist the evaluation and assessment teams and serve on field monitoring teams.
Panagora will consider applicants from across the nation, however, applicants from the following locations are particularly encouraged to apply : Marawi City and municipalities in Lanao Sur, Iligan City and municipalities in Lanao del Norte.
Duties and Responsibilities
Conduct field level data collection using the evaluation tools, and following prescribed methodologies (e.g., survey, focus group discussions, key informant interviews), in compliance with national and local travel limitations, in-person and online interactions.
Conduct field-level data processing (e.g., transcribe, translate, tabulate, and organize, the qualitative and quantitative data collected)
Coordinate and organize site visits and interviews, including the arrangement of local logistics and communication with key informants such as implementing partners, government agencies, and other partner institutions.
Assist in documentation (i.e., on-line and in-person meetings, workshops, consultations).
Prepare and submit data collection field reports.
Complete the required orientation / training sessions and attend team meetings (either remotely or in-person).
If appointed as field coordinator, provide supervision and guidance to other enumerators in performing the field-level data collection activities.
Perform other tasks related to field data collection as assigned by the assignment Evaluation Team Leader.
College degree, in social sciences or related disciplines; master’s degree preferred.
At least two years’ experience in conducting field level data gathering activities for monitoring, evaluation and research, preferably for USAID funded projects / activities.
Demonstrate skills in conducting field level data gathering using online and offline application with the use of mobile tablets and phones.
Can speak the local dialects in Mindanao and familiar with the local contexts in Lanao del Norte and Lanao del Sur.
Must be a Filipino national.
