FAO’s approach to development assistance in Mindanao focuses onsupporting the rehabilitation of agriculture and fisheries-
based livelihoods,accelerating agriculture-based enterprises and increasing access to sustainableenergy, and resilience to risk in municipalities affected by natural disastersand conflict.
FAO interventions will include, among others :
Introduction ofvarious productivity enhancing technologies to improve household incomes andpromote sustainable agricultural practices.
Technicalassistance to government in reviewing existing policies that promote equitable agribusinessventure arrangements between farmers and agribusiness firms and capacitybuilding activities for farmers that are anchored on the value chain approach.
Capacity buildingon enterprise development and agribusiness that will allow farmers, fisherfolkand local government units to maximize potential market opportunities.
Restoring andincreasing the productivity of agriculture and fisheries-based livelihoods ofsmallholder farmers and marginalized fishers, decommissioned Moro Islamic LiberationFront (MILF) combatants and their families
Enhancing the competitivenessof farm households, particularly women, to establish and managemicroenterprises
Facilitating theestablishment of agribusiness enterprises with production-market contractagreements or similar arrangements
The TrainingSpecialistwill be under the overall guidance of the FAO Representative, the directsupervision of the Assistant FAO Representative (Programme), day to dayguidance of the Project Team Leader and in close collaboration with the Mindanaoand Emergency Response and Preparedness Group Team Leader.
FAO has beenimplementing various projects in Mindanao which are guided by the FAO MindanaoStrategic Programme for Agriculture / Agribusiness and anemergency / rehabilitation project for Marawi City and other affectedmunicipalities.
The MSPAA strategies forthe Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) are in line withthe Bangsamoro Development Plan (BDP, 2015) which FAO has also providedtechnical assistance in crafting the Economy and Livelihood component of theBDP.
FAO will provide support to BARMM Ministries in areas related to ourtechnical fields of expertise, including provision of technical support to thesectoral planning, capacity building for officials and local extension workers,and the development / implementation of socioeconomic packages and jobgeneration / quick impact agricultural and environmental livelihood interventionsfor affected population and combatants.
The Training Specialist shall perform the following responsibilities :
Assist the ProjectTeam Leader in :
Preparing reportsrelated to the project, as well as minutes of meetings, correspondence lettersand other communication materials in coordination with CommunicationSpecialist.
Coordinate theimplementation of the training plan, and lead in the conduct of trainings incoordination with the Project Team including the Ministry of Agriculture,Fisheries and Agrarian Reform (MAFAR) regional coordinator, provincial MAFARcoordinators, and the concerned Bangsamoro Autonomous Region in Muslim Mindanao(BARMM) Ministries and other government agencies (e.
Carry out any otherrelevant duties within his / her technical competence as may be requested by FAO
The candidate musthave an advanced University degree (preferred) in agriculture, agriculturalextension, or rural development studies recognized university withcomplementary knowledge in designing capacity building programmes and projects.
Languagerequirement : Excellent written and oral communication skills in English andTagalog
He / she must haveintermediate to advance computer skills skills in the use of standard officesoftware, such as MS Office (Word, Excel, Power Point).
