Position Purpose :

This position is the designated People and Culture (Human Resources) Representative across the Asia Region at Winrock. This position provides support on HR compliance-related activities and strategy through implementation and execution, operational processes and tasks within People and Culture.

Position Overview :

This position reports directly to the People & Culture (PAC) Director, Global Business Partnerships and indirectly to the Regional Operations Manager (Manila).

The Regional PAC Manager will provide HR operational support in the Philippines and throughout the Asia region in partnership with headquarters in the US.

This role requires in-depth knowledge in a broad array of topics related on all employee matters such as recruiting, compensation, benefits, performance management, employee relations, etc.

This position is expected to interact with stakeholders advising in these areas using independent judgment on policies and procedures to solve challenging problems.

This position requires tact and diplomacy to persuade and / or negotiate on PAC related matters. They are responsible for the development of employment agreements and handbooks across many countries and enforce local law, rules, and regulations within the designated countries where they are assigned.

This position works with the PAC Director of Business Partnership to identify critical items that need to be elevated to Home Office to engage Senior Leadership, when needed.

They work to help align business objectives to our employees and management at Winrock.


Major Responsibilities

  • Serve as main PAC contact and subject matter expert (SME) for all human resources matters in the region.
  • Act as main channel of communication between regional based staff and the Home Office People & Culture Department.
  • Support regional programs and projects by providing strategic PAC guidance and driving PAC practices.
  • Help develop, implement and monitor all PAC field office support systems including recruiting, performance management, benefits and compliance ensuring smooth functioning, communication and coordination with headquarters.
  • Upcoming HRIS system design and implementation will be required for this role.

  • Ensure that personnel files are maintained and copied to headquarters including employment contracts, job descriptions, performance evaluations and exit interviews.
  • Ensure that employment and compensation practices are in compliance with organizational policies and local labor laws.
  • Collaborate with PAC to identify strategies to meet short and long-term needs in the region and provide ongoing feedback regarding PAC processes.
  • Recommend, manage, and conduct training on topics ranging from PAC policies and procedures to professional development for the PAC Community of Practice.
  • Provide professional development support for regional based staff based on project and organizational needs.
  • Recommend best practices to create opportunities for information flow between headquarters and field offices and inter-country information sharing.
  • Work with HQ to resolve employee relations issues.
  • Develop and provide orientation to new employees in the Manila office.
  • All other duties as required or assigned.

    Education : BS Degree in General Business, HR or other related field or equivalent experience

    Experience : 7(+) years of HR related experience. Experience working in HR in multiple countries required. Employee relations experience preferred.

    Computer / Technical Skills : Proficient with MS Office

    Communication Skills : Excellent verbal and written communication skills .

    Language : Written and verbal English and Filipino language skills required.

    Required Travel : Up to 25%.

    Position-Specific Skills : Attention to detail and critical problem-solving skills. High initiative required as this position operates fairly independently from home office, so must be a self-starter.

    Position must be available to join calls in the evening on a weekly or bi-weekly basis with Home Office and as-needed for project support.

    There will be a larger time commitment in the evenings during the design and implementation of the upcoming HRIS system.

    Physical Demands : Ability to sit in a traditional office environment and travel.
