Duties and Responsibilities

The Consultant is expected to convene a team of at least three social workers (including herself) who will provide the following, in line with the Guidance Note : Impact of COVID-19 on women migrant workers, the COVID-19 and essential services provision for survivors of violence against women and girls, the Essentials for Quality Multisectoral Service Provision to Women Migrant Workers Subject to Violence and the Essential Services Package for Women and Girls Subject to Violence :

  • Gender-based Violence (GBV) case management for women migrant workers subject to violence and referral of cases based on the survivor’s needs
  • Psychosocial support for women migrant workers who experienced violence and frontline health and social support workers
  • Remote Psychological First Aid (PFA) services for : a) self-quarantined women migrant workers and returnees in their households, employers’ homes, appointed facilities, b) the general women migrant workers’ population who may call to seek information and support;
  • and c) frontline workers including health workers, social welfare, police officers, and other responders and service providers responding to the needs of women migrant workers subject to violence

  • Practical and emotional support, including guidance on safety planning and on accessing essential services and referral pathways
  • Helplines, online counselling and technology-based solutions such as SMS, online tools, and social support networks
  • Case documentation, ensuring confidentiality, with sex- and age disaggregated data of incidence of violence against women migrant workers, including domestic violence (including psychological and economic violence) and sexual violence,
  • Final products and deliverables

    The consultancy is expected to be completed within a period of two (2) months from the date of the contract signing with close communications with Safe and Fair National Project Officer :

  • Tentative schedule of counseling / provision of psychosocial support
  • Deliverable 2.

    Agreed and finalized report which covers

  • number and brief profile
  • sex-disaggregated) of cases / WMWs and frontline workers provided with psychosocial support and referred to other service providers;
  • description of support and information provided; and
  • Recommendations in strengthening psychosocial support and coordination of quality services for women migrant workers

  • Required Skills and Experience

  • Undergraduate degree or higher on Social Work with special / specific courses on GBV / VAW, migration, and gender equality
  • Has at least 7 years of experience working on social work related to gender equality, violence against women, migration, and other issues related to women migrant workers
  • Demonstrated experience in GBV case management, psychosocial counseling, and other related fields preferably in the Philippines
  • Strong understanding of issues related to gender equality in the context of labour migration, violence against women, preferably in the Philippines
  • Previous working experience with UN agencies, government agencies, Philippine women’s rights and migrant rights’ organizations is required; and
  • Strong written and communication skills in English

    Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight; 70%
  • Financial Proposal (100 points) weight; 30%
  • A two-stage procedure is utilised in evaluating the applications, with the evaluation of the technical application being completed prior to any price proposal being compared.

    Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
