Contributes to the development and implementation of talent development and management programs, focusing on the areas of performance management, manpower planning and organizational design, and competency development.
Success in this role will require you to fulfill the following responsibilities :
1. Performance Management
Facilitates activities related to individual-level goal setting and performance review.
Probationary Employee Appraisal (PEAT)
Regular Employee Appraisal (CCDP)
Facilitates the Performance Improvement Plan (PIP) process for all underperforming employees.
2. Manpower Planning and Organizational Design
Creates and revises Tables of Organization, including facilitation of transition activities and communication with concerned parties, in coordination with department managers / heads.
Assists with the review and endorsement of replacement and additional headcount requests, including creation of new positions.
Works with department managers / heads in the identification and revision of Workload Capacity and Productivity Metrics (WCPMs) as a requirement for approving additional headcount.
Creates and revises Job Descriptions in coordination with department managers / heads.
Facilitates employee movements (such as lateral movements, relocations, progressions / promotions, etc.)
Prepares and submits various reports (such as headcount breakdown, employee profile, etc.) as required by the HR-OD Sub-unit Head and / or HR Department Head.
3. Competency Development
Facilitates Competency Profiling (Position Profiling and Person Profiling) in coordination with department managers / heads.
Facilitates Employee Development Planning (for Progression and Promotion) in coordination with department managers / heads.
Reviews and endorses educational subsidy requests

For Managers, Senior Managers, and Vice Presidents (under the Executive Development Program)
Performs other related tasks that may be assigned from time to time.
Bachelor’s degree in Psychology, Business, or equivalent
3 years (for Officer) / 6 years (for Supervisor), with actual experience in HR, preferably in the areas of performance management, manpower planning and organizational design, and competency development
Intermediate in Microsoft Office or Open Office suiteEffective organization, interpersonal, communication, and presentation skills
Willing to travel to SEAOIL’s provincial offices and terminals / depots to cascade different HR-OD initiatives / projects
