    Position Overview

    This position is responsible to deal with the Blue-Collar employee life cycle including Benefits Administration, Recruitment and Training and Timekeeping and Attendance and other on-site HR programs.

    This position is the interface between line managers and blue-collar employees and IBS, providing upfront guidance on policies and procedures to ensure only approved, compliant requests are passed to IBS.

  • This position is also responsible in ensuring the completeness of Pfile and e-filing.
  • This position also works closely with IBS payroll team to provide timely support in pay related information that is supported by documentation that relates to time & attendance and other pay changes.

    The role also ensure that there is no violation against Local Regulation, Global Policy, Company Policy and procedure in line with the designated yearly audit.

    The role is also responsible on collaborating with the E&T Pillar team on Training implementation from a IL6S perspective.

    This position is also responsible for the delivery of regional and global projects where HR Solutions is involved, this may include systems changes, process / ways of working changes which are part of an ongoing improvement or transformation program.

    This position will also partner closely with both IBS shared services centre and the business to drive and deliver; process improvements, work with IBS to resolve challenges arising from ways of working onsite and provide local context and understanding, to the centre when needed to resolve challenges impacting the employee or business.

    Principal Accountabilities

    1. Workforce Administration

  • Manages Blue Collar employee request related to personal and work-related data through Employee Center
  • Perform electronic filing of employee files and maintain the accuracy of 201 files of Blue Collar employees. Ensure that all required documentation in agreement between employee and company or required documents for government audits are maintained and updated
  • Produce letters for blue collar employee movements; new hire, termination, severance, promotion, lateral move, disciplinary, LOG etc
  • 2. Compliance

  • Ensure no violation against Local Regulation, Global Policy, Company Policy and procedure by monitoring daily & weekly OT, worker’s day off implementation VS regulation and or policy, no child labour, and under age worker
  • Any findings on Labor Law and SMETA violation are timely reported to HR Manager and communicated to Cluster Leads to correct it as needed and to set a reminder to respective department head
  • Responsible in preparing Disciplinary Letters
  • Properly communicate the Local regulation, Global Policy, Company Policy and procedure through training and LMC.
  • Master any regulation related to Labor & able to coach for those who violate regulation
  • Extensive communication with Union related to regulation and or company policy including and not limited to get involved in negotiation process with Union to have deep understanding on how the decision is made
  • Ensure employees 100% compliance on CRR
  • Ensure ethical standards maintained
  • Mondelez International policies and values maintained
  • 3. Compensation & Benefit

    Liaise the medical reimbursement forms through clinic nurse. Validates the completeness of forms.

    Provide valid data base for any worker’s salary and allowance (overtime, attendance allowance, transportation allowance, shift allowance, etc)

    Administer the employee benefits i.e. Health Care Insurance

    In charge of the administration of Annual Physical Exam and assist HSE on Health Permit processes

    Reviews and signs the government forms related to employee data update for SSS, Philhealth and Pagibig

    Ensure that Clinic Nurse are at 100% compliance through clinic management

    4. Recruitment & Training

  • Manage BC hiring process by selecting candidates, arrange invitation and scheduled test, initial interview, interview arrangement with user, pre employment exaam arrangement, based on PR submitted by user and approved by respective PIC.
  • Provide worker’s agreement upon HRM advise on benefit and term of agreement
  • Arrange Onboarding session for new joiners, both topics and PIC
  • Biometrics enrollment
  • Documentation completion for new joiners
  • In collaboration with EnT Pillar team, set up TNA, annual training schedule and maintain training’s data (Attendance List, Pre and Post test and evaluation data are well organize).
  • Training scheduling and invitation to all participants
  • Enable employees by providing new employee orientation involving but not limited to : GMP training, Safety, Plant overview, CLA / PKB, HACCP etc.
  • 5. HR / PLANT Projects and Regional / Global Project implementations

  • IL6S - Critical contributor to Org Pillar in the areas of Total Rewards and Recognition as Standard Working Process Owner
  • Critical contributor to FI Pillar in providing data points on financial losses related to labor
  • To proactively engage in the delivery of projects which are global / regional requirements, to be involved in local process alignment, support of deliverables, business engagement to support changes to ways of working
  • Other current / future project related to HR / Plant needs
  • 6. Employee Relations & Government Relations

  • Distributes government related forms / documents
  • Engagement with government officers / departments when required or summoned on labour matters, clarification Social Security, Tax or labour related matters
  • Assist employees in completing tax related forms where literacy is an issue
  • Assist employees in explaining company policy matters, timekeeping or payroll where needed
  • 7. Plant Reports & Support for Audits

  • Provision of timely reports required by the plant HR involving timekeeping, disciplinary (tardiness, absconder), FTE / HC reports, etc.
  • that are specific to the management of BC employees where it is related to pay, HC or timekeeping

  • Provide support for audits where employee data, supporting documentation, timekeeping data is required. Ensuring all documentation is available and complete. (ref. pfiling & efiling)
  • Identify if there are any SMETA violation through SMETA Weekly Report
  • Main focal for workforce metrics such as Overtime Rate, Absenteeism Rate, Productivity Rate and all other people KPIs to help HR Business Partners and Leaders make data driven decisions.
  • 8. Timekeeping

  • Ensure all employees are registered in timekeeping machine
  • Create the weekly attendance report based on payroll cutoff and manning attendance
  • Prepares the summary of logs from biometrics system
  • Qualifications

    Education, Knowledge, Experience

    a) Education, qualifications and training

  • Bachelor’s degree major in Psychology, Law, HRM or Business Administration
  • Strong knowledge of Labor Law, statutory requirements & payroll processing
  • b) Experience or skills required

  • Minimum 4 years’ experience on Hire to Retire (Recruitment, L&D and C&B) process preferably in Plant environment
  • Well organized, strong process orientation & attention to detail
  • Proven excellent administrative ability which requires accuracy, achievement to meet deadlines with minimum supervision
  • Strong capability in process / project management, continuous improvement, problem solving
  • c) Specialized knowledge or skills required

  • Experience in operating Time and Attendance and Payroll system
  • Strong Excel skills - experience in spreadsheets using advanced functions as part of reports preparation / checking aid, and reporting purposes
