A Filipino-founded enterprise, one of the largest pharmaceutical companies in the country, is looking for their Human Resource and Organizational Development Director.

Job Summary :

The HROD Director is responsible for the smooth operation of the company's Human Resources and Organizational Development department, while providing direction and assistance to the Company’s Business Units / Subsidiaries.

The position provides strategic leadership in the areas of Recruitment, Compensation and Benefits Administration, Payroll, Employee Engagement, Training and Development, Performance Management, and Labor Relations.

  • The HROD Director also directs the development and implementation of organizational development and capability building programs, aimed at establishing a culture that enables the company'
  • s "Family Members" to perform, and to meet the company’s objectives. Working with the company's Leadership, Management, and Subsidiary teams, the position helps to deliver the company’s targets via the creation, implementation, oversight, and evaluation of Human Resources and Organizational Development programs, structures, and systems, that increase efficiency, strengthen competencies, improve leadership, and maintain and sustain the overall health of the Company, which are essential in attaining organizational excellence and effectiveness.

    Scope :

  • Provides direction and guidance in creating / reviewing, implementing, and evaluating the Company’s overall organizational structure, productivity improvement programs, performance management systems, work systems and process enhancements, learning interventions and capability development;
  • Oversees the proper and efficient administration of all human resources, compensation and benefits, employee engagement, labor relations, and recruitment programs of the Company;
  • Implementation of Company Policies.

    Duties and Responsibilities :

    1. HUMAN RESOURCES MANAGEMENT

    Plans, develops, oversees, advises, and evaluates Human Resource Programs, projects and services in the following areas :

    a. Organizational Structure, Manpower Planning, Recruitment and Staffing

    b. Employee Relations

    c. Health, Safety and Security

    d. Employee Compensation & Benefits

    e. Labor Relations

  • Studies legislation, arbitration decisions and labor management contracts to assess industry trends;
  • Ensures that HR Operations is consistent and in compliance with Philippine Labor Laws and legislations as well as

  • the Company’s policies and directions;
  • Directs the recruitment processes on behalf of the company and at the request of the subsidiaries at its different

    stages, e.g. from sourcing inclusive of manpower search firm coordination, screening, initial interviews, testing

    and short listing of candidates.

    Acts objectively on requested HR actions, in consultation with the Legal Department, in matters relating to

    procedural and documentary compliance during employee fair treatment cases, employee relations, and conflicts.

    Effects progress on the necessary actions and / or recommendations, in accordance with grievance / complaints

    handling procedures.

    2. COMPANY POLICIES IMPLEMENTATION AND REVIEW

  • Collaborates with Supply and Subsidiary HR’s on the formulation, creation, development, implementation and evaluation of HR policies and procedures, to ensure continuous improvement in the HR function covering recruitment, testing, placement, classification, orientation, benefits and labor, and employee relations;
  • Analyzes compensation policies, government regulations, and prevailing wage rates in the aid of developing a competitive compensation plan;
  • Provides technical advice to leaders, managers, and employees in the organization regarding the appropriate interpretation and implementation of HR management systems, policies, programs, and implementing guidelines;
  • Assists Supply and Subsidiary HR’s in maintaining and reviewing contracts with service providers e.g. but not

  • limited to the Group Life Insurance and the Medical / Hospitalization coverage for employees, etc;
  • Ensures strict compliance and implementation of local HR policies and procedures, and the Company’s Code of

  • Business Conduct to promote professionalism among all employees;
  • 3. COMPENSATION AND BENEFITS

  • Works with external consultants on the design / conceptualization of employee compensation / salary structure and benefits package in collaboration with Supply and Subsidiary HRs;
  • Oversees the administration and efficient delivery of employee compensation and benefits either manually or under an automated human resource payroll or information system;
  • 4. EMPLOYEE RELATIONS

  • Conducts employee counseling to reinforce the required behavior aligned with the company's corporate values;
  • Plans, develops, and manages the coordination of employee traditions and recreational activities e.g. Monday

  • Morning Prayer, summer outing, recollections, and other employee activities and company affairs, working well within budgetary provisions;
  • 5. PERSONNEL MANAGEMENT

  • Plans, directs, oversees, and evaluates work activities / performance of subordinates relating to HR functions of the Support Group;
  • Conducts regular meetings with staff and subsidiary HRs to discuss new developments, job status, project progress and other issues;
  • 6. PROGRAM DESIGN / DEVELOPMENT AND TECHNICAL ASSISTANCE

  • Promotes the company’s Culture Building and Capability Enhancement programs through internal staff development and quality management;
  • Participates in diagnosing issues and setting strategic company goals;
  • Aligns quality management training programs with organization development needs, the Company’s strategy and

  • vision;
  • Plans and creates Employee Training Programs and Developmental Interventions which will support the

  • company’s goals;
  • Designs, develops, plans, implements, and evaluates Competency Development Programs based on identified

  • needs;
  • Designs, develops, plans, implements, and evaluates Leadership Development Program;
  • Works with management team in identifying work systems and structure enhancement; and

    Coordinates and evaluates comprehensive accountability systems including organization’s reports of results.

    7. PROGRAM DELIVERY AND MANAGEMENT

  • Designs, develops, oversees and implements the company's Academy programs;
  • Plans, develops, organizes, implements, and evaluates Leadership Development Programs Reviews the annual competency assessment of all employees;
  • 8. ORGANIZATIONAL STRUCTURE, SYSTEM AND PROCESS IMPROVEMENT

  • Assists in defining the overall mission, core and support functions and scope of responsibilities of the organization;
  • Assists in identifying systems, process, and technology improvements that would increase productivity and improve operational costs;
  • Assists in designing the organizational structure, identifying and defining the various functional divisions, individual roles / positions and their respective responsibilities.

    Develops and updates the Company’s competency dictionary, either with an internal committee, or with a third party, to ensure all competencies are updated and correct, in order to keep the company competitive and to ensure the achievement of its goals .

    9. SUPERVISION

    Selects, trains, delegates responsibility to, and evaluates support staff.

    10. BUDGET

  • Prepares, administers, and monitors program expenditures;
  • Prepares budget reports.

    11. PERFORMANCE MANAGEMENT SYSTEM

  • Reviews Performance Appraisals of all employees in order to provide sound basis for rewards and staff development;
  • Reviews content of employee’s Performance Contract and proposes appropriate revisions.

    12. RELATED ACTIVITES

  • Reviews and revises Standard Operating Procedures on Training, Competency Assessment, and Performance Management System;
  • Promptly reports to superior any encountered problem and / or deviation from the defined standard procedures and suggests solutions to problem;
  • Maintains high morale and discipline among subordinates, carries out the company’s Mission, Vision, and Values, models good behaviour at all times and follows the company’s rules, regulations, and policies, and

    Performs other tasks assigned by the immediate superior.

    Requirements

  • Must be a graduate of Psychology or any HR related course such as Human Resource Management;
  • Must have at least ten (10) years experience in HROD management;
  • Must be capable of planning, organizing, implementing, and evaluating human resource and organizational
  • development programs;
  • Must have excellent communications skills;
  • Must possess strong leadership skills and interpersonal skills;
  • Must have budget management experience
  • Must be highly organized;
  • Must be detail oriented;
  • Must have good problem-solving skills;
  • Knowledge of labor laws and regulations and
  • Must be computer literate with knowledge of Microsoft office applications.
