Level of Position : Consultant

Position Title : KM Systems Content Specialist

Period of Hiring : Two (2) Months

Payment : P30,000 per month

Duties and Responsibilities

Under general supervision, identifies and implements an updated and relevant approach in classifying and managing knowledge products and collection of both DTI and non-DTI published materials across different platforms.

Characteristics

The Consultant is expected to fulfill the following responsibilities :

  • Conduct of inventory and audit on the existing knowledge base materials and documents across all platforms such as the DTI website, the eLibrary and the KR Hub for the creation, delivery and governance of useful and usable content.
  • Prepare a complete inventory listing of all the knowledge-base materials and resources across all platforms and identify where it resides within the platform;
  • Reclassify / realign content as needed and facilitate collection development activities to ensure that existing knowledge base materials across platforms supports and drives department goals;
  • Provide recommendations based on industry best practices for effective content management system and the structured presentation of relevant knowledge base materials and documents for its easy location and eventual increase of user engagement rate.

  • Assess and evaluate the classification of existing knowledge base in various platforms;
  • Review and improve protocols for naming conventions and tagging / indexing of documents.
  • Develop effective strategies or utilize industry’s best practices to ensure that all appropriate resource materials per platforms are properly classified, organized, and named / labeled;
  • Develop a systematic approach for content classification, naming, storage and retrieval process that would improve retention, archival and disposal of KPs to ensure its relevance and currency.
  • Conduct Gap Analysis Assess and analyze the result of the content inventory and content cycle map and compare with what the client needs.
  • Recommend policy on content management that will also complement or improve existing policy on retention and archiving / disposal to ensure that standard process for such is being carried out across platform to eliminate concerns on file size for uploading, retrieval of historical dat and movement of data and information not actively used, among others.

  • Formulate content management guide across platforms including sharing / reusing policy.
  • Conduct maintenance planning on how to sustain relevance, coherence and timeliness of the knowledge base products.
  • Conduct of briefing on the overall changes in the knowledge base materials across all platforms;
  • Qualification Guide

  • Bachelor’s Degree in Library / Information / Data Science or related field
  • At least with 3 years work experience in data classification and content management
  • Must be knowledgeable in cataloguing, indexing, and site mapping of information
  • Solid copywriting skills to know how to direct, plan, design and edit knowledge base resources as needed;
  • Must be willing to render full-time consultancy work

    1. Level of Position : Contract of Service

    Position Title : Technical Staff

    Period of Hiring : Six (6) Months

    Payment : P29,069 per month

    Duties and Responsibilities

    Under general supervision, provides the necessary technical support for ensuring Data Privacy Compliance of the Department, and in developing or implementing related policy as may be required by the program.

    Likewise, the successful applicant is expected to boost current Knowledge Management (KM) initiatives of the Office particularly in implementing its knowledge-sharing activities such as but not limited to the implementation of the Handog-Pamana KM Legacy Incentives Program.

    Characteristics

    The Technical staff shall perform among others the following functions :

  • Provide support in the overall implementation of the program activities
  • Conduct Privacy Impact Assessment to Bureaus / Offices and formulate appropriate recommendations to address the result of assessment
  • Develop policy, forms, and templates of Data Privacy to ensure that tools are available and accessible to the stakeholders
  • Monitor compliance by ensuring the recommended privacy measures of the concerned Bureaus / Offices are in place and consistently used by the stakeholders
  • Research and analyze documentation and cases on Data Privacy, as may be necessary
  • Provide high-level secretariat support which includes coordination of activities, organizing meetings, and documentation of proceedings
  • Facilitate and write knowledge-sharing activities as may be necessary
  • Assist in the conduct of briefing sessions to stakeholders
  • Effectively package and disseminate knowledge-sharing outputs to stakeholders using multiple platforms
  • Develop and implement communication plan of the programs
  • Prepare and submit reports as may be necessary within prescribed time and format
  • Qualification Guide

  • Bachelor’s degree in Communication, Business or related field;
  • Good facilitation, program / activity management and written and oral communications skills
  • Ability to synthesize, analyze, and organize information or knowledge products into a usable or replicable format
  • Good planning, organization, and coordinating skills
  • Results-oriented and can work productively under minimum supervision
  • 2. Level of Position : Job Order / Contract of Service

    Position Title : Media Production Specialist

    Compensation : Salary Grade 11 Step 1 (P24,215)

    Period of Hiring : : Six Months (January- June 2020)

    Duties and Responsibilities

    Under the general supervision in the implementation of the Department’s publication projects. Specifically assists in the production of DTI collateral materials, coordinates with other agencies in the development of information and educational materials.

    Characteristics

  • Performs as Writer with the following responsibilities
  • Writes articles for KMIS publications and other collateral materials
  • Analyzes statistical raw data and converts these into easily readable and understandable charts, graphs and tables
  • Tracks evolving trade, industry, and investment developments and policies; and progress of programs and projects of other bureaus for inclusion in KMIS’ publications
  • Prepares minutes of the meeting
  • Perform as Communication Coordinator for the Freedom of Information advocacy of the Department
  • Performs as Layout Artist with the following responsibilities
  • Conceptualizes and executes design studies
  • Lays out collateral materials
  • Performs any other tasks required by the exigencies of service

    Education : Bachelor’s degree relevant to the job preferably in Mass Communication, Communication Arts, Computer Science, Business Management, or in any trade and industry related fields.

    Excellent English and Filipino communication skills (written and oral) are a must.

    Experience : Working knowledge in Microsoft Word, Excel, Powerpoint, Adobe InDesign and Photoshop.

    Training : Preferably four hours of relevant training

    Skills : Good time management, prioritizing problem solving and organizational skills, ability to work under pressure, creative thinker, able to work independently or as part of a team, attention to details and excellent proof-reading skills.

    Flexibility to follow guidelines.

    3. Level of Position : Contract of Service (COS) JO / COS

    Position Title : Social Media Content Writer / Coordinator

    Compensation : Php30,109 per month

    Date of Hiring : January-June 2020

    Duties and Responsibilities :

  • Under general supervision, maintains and enhances the communications tools of Department of Trade and Industry (DTI) including print and online;
  • conceptualizes, writes, edits, and proofreads publications and other communication materials; work with information officers of the other bureaus within DTI.

    Works closely with teams from various DTI offices and attached agencies with communication projects.

  • The Writer also helps coordinate and accomplish the development of various DTI KMIS communication initiatives, designs and supports revisions of DTI collateral materials, takes on special writing assignments, provides creative support, assists in planning publication content, and covers major DTI events.
  • Perform as Social Media Content Writer / Coordinator with the following responsibilities :
  • a. Provides content management functions in the maintenance and support of the Department’s Social Media exposure and engagement particularly in the Facebook platform and other related social media outlets;
  • b. Provides assistance in formulating and implementing strategies and activities for DTI official social media channels through a content management plan;
  • c. Maintains and ensures the accuracy, consistency, and quality of the DTI social media sites;
  • d. Liaises and coordinates with various DTI offices and agencies and other stakeholders as may be needed in strengthening the DTI’s social media presence, particularly in increasing the number of likes and followers of the DTI’s official social media accounts;
  • e. Assists in gathering and evaluates data from official channels’ performance, monitor sentiments and topics about the Department and its projects, and recommends strategies for content and engagement;
  • f. Assists in generating reports, such as analytics and survey results, and determines key indicators for usability and effectiveness;
  • g. Assists in creating training materials and guidelines, as may be necessary; and

    h. Performs other related duties as may be assigned from time to time.

  • Perform other functions as may be assigned.
  • Qualification Guide

    Education : Bachelor’s degree relevant to the job preferably in Mass Communication, Communication Arts, Computer Science, Business Management, or in any trade and industry related fields.

    Excellent English and Filipino communication skills (written and oral) are a must.

    Experience : One year experience in communication / publication work. Working knowledge in Digital Social Media, Microsoft Word, Excel, Powerpoint, Adobe Premiere, InDesign and Photoshop.

    Training : Preferably four hours of relevant training.

    Skills : Good time management, customer assistance, prioritizing problem solving and organizational skills, ability to work under pressure, able to work independently or as part of a team, attention to details and flexibility to follow guidelines.
