Description

  • Responsible for all management activities of CPSEA-PHIILIPPINESfull, medium and low rigor projects, including project leadership, projectplanning, project execution, project control, and business results.
  • includingthe engineering, construction, safe execution of the project, designing aproject that meets the operability requirements, designing and executing aproject that is compliant with requirements for EHS, FSQRA, project scheduleand project cost.

  • Responsible for leadingthe strategic development, deployment anddelivery of all Build Project Management objectives requiring FunctionalEngineering / Technology Domain Area expertise application and oversight.
  • Workwith government relationship team to ensure all required permits and approvalsare achieved for the project

  • Lead$100million portfolio of new capital project management activities forIntegrated Supply Chain Project in Luzon including :
  • $20million Marination Plant in Central Luzon
  • $40million Slaughter Plant in Central Luzon
  • $20million Distribution Center in Central Luzon
  • $20million Feed Mill in Central Luzon
  • BuildProjectmanagement in the design andexecution of a large Greenfield project in the Philippines utilizing theCargill build processes and systems.
  • TheBuild Project Manager has ultimate responsibility for achieving the safety,budget, qualityand scope targets of theproject..
  • Workclosely with business leaders leaders to put together a comprehensive, workableand tracableplan for the entireGreenfield project till operation phase
  • Ensureallmilestones are met throughcoordinating with related functions / vendors / supporting teams / cargill
  • Organizeappropriate review meetings with business leaders people for progresses andperiodically report to managementteamon project progresses of all functions in a combined approach!
  • Alertwarnings and possible surprises in the process and report timely for neededcoordination and resources support
  • This position will be a build ofa second integrated supply chain as part of the C-Joy joint venture to serveone primary customer (Jollibee).
  • Thiswill be built within 2 hours drive of metro manila and will be served by aprocessing plant, contract farms, feed mill, and hatchery.

    Portfolio Leadership

  • Provides strategic vision to the project teamutilizing industry leading knowledge of Build project management practices,strategies and procedures, and must posess superior technical acumen and a fullknowledge of business acumen.
  • Leads periodic project reviews utilizingindustry leading knowledge of the project delivery process for Build projects(inclusive of reviews recognized by the construction industry).
  • Identifies, recommends and implements projectmanagement best practices based on industry leading knowledge of projectmanagement.
  • Identifies, recommends and implements capitaleffectiveness best practices (e.g. front end loading, team alignment, targetsetting, project controls, rate of change, value improving practices, leadingtechnology, constructability, planning for startup) based on industry leadingknowledge of Build project management.
  • Champions and reinforces Cargill’s behavioralbased safety process and zero fatalities throughout every phase of Portfolio’splan.
  • Ensures Build projects are planned and executedin compliance with laws and regulations
  • Setting up project structure, schedule tracking, budget reviews,procurement progress and overseeing all related activities
  • Portfolio Planning

  • Defines technical projects objectives utilizingindustry leading knowledge of project management practices and procedures.
  • Leads development of the project portfolio scopebased on industry leading knowledge of Build project management practices,strategies and procedures and capital effectiveness best practices.
  • Prepares the plan for how the Build projects areexecuted, monitored and controlled and works with the build Project manager todevelop the Integrated Project Plan for the all projects.
  • Partners with cross-functional leaders toleverage resources, knowledge and strategies that increase value captured throughoutthe Build projects.
  • Involved with plant design, interaction with engineering teams, andcollaboration between other BU’s on design aspects
  • Portfolio Execution

  • Leads the execution of The Philiipinie’s projectportfolio with high complexity.
  • Utilizes the project management framework toachieve technical project objectives of delivered safely, on time, on budgetand operability results are realized for high complexity projects
  • Overseeing project human safety policies and systems ensuring thatthese human safety are followed and that continuous improvement on safetydiligence is occurring
  • Portfolio Control

  • Regularly measures and monitors projectsprogress to identify variances from the plan and make needed correctionsforhigh complexity Build projects.
  • Develop project’s indicators control base on budget and schedule, CPIand SPI
  • Business Result

  • Accountable for providing the Project Sponsorand stakeholders with a routine status of the project portfolio, activelycommunicating technical issues and threats, and ensuring that leadershipalignment is a priority
  • Works with business to ensure project portfoliois successfully implemented and technical benefits and value are captured forhigh complexity Build project.
  • Ensures theproject portfolio meets the operability requirements laid out in theproject objectives by the business.
  • Accountable for achieving strategic and tacticalmetrics from internal and external benchmarking; indices may include SafetyFatalities, Operability Index, Cost Index, Schedule Index, etc.
  • Ensures successful completion and closure of all technical aspects ofthe project portfolio.
  • Required Qualifications

  • Bachelors Degree in Engineering : Chemical, FoodProcessing, Mechanical or Electrical.
  • Masters in MBA or related
  • Minimum 15 years of experiences in the relatedarea.
  • Willing to work in an international as well asin a multifunctional organization
  • Excellent English for both spoken and writing
  • Knowledge and demonstrated experience with thePortfolio and Project Management process for full rigor Build projects,including PPM and Build deliverables
  • Proven ability to lead multifunctional teams andbuild and leverage relationships across multiple functions and businesses tomaximize team performance and achieve project objectives
  • Proven ability to leverage Environmental, Health& Safety, Food Safety, Quality and Regulatory Affairs experts to plan andexecute the project to comply with the laws of the country for the project
  • Proven ability to champion Cargill's behavioralbased safety process and zero fatalities
  • Proven ability to leverage Cargill's technicalsubject matter experts, regional COEs, and cross-function experts to design andbuild a project that is the Best (safer, cost effective, faster, operable &maintainable)
  • Proven ability to apply project controls bestpractices to improve the predictabilty and effectiveness of the project's costand schedule (work breakdown structure, cost estimating methods &validation, project execution planning, and cost & schedule control duringexecution)
  • Proven ability to leverage Change Managementprinciples and tools throughout a project.(for example communication planning, stakeholder management, RASCI)
  • Knowledge and demonstrated experienceeffectively managing an engineering firm, particularly scoping and managing thework of third party engineering and related consulting companies, integratingactivities with Cargill functions in alignment with project requirements
  • Proven ability to partner wtih StrategicSourcing to leverage Cargill's global strategies and supplier relationshipswhen evaluating major sourcing decisions, achieving significant businessresults and / or competitive advantages in situations involving difficult orcomplex negotiations, and properly administerprocurement and construction agreements used to procure goods andservices
  • Proven ability to leverage and apply bestpractices (document management, construction management techniques &strategies, risk analysis techniques &control methods, quality assurance & inspections)
  • Knowledge and demonstrated experience managingdocuments in accordance to Cargill's guidelines, policies and procedures forRecords & Information Management, Intellectual Property, Corporate Auditand Corporate Financial Reporting
  • Knowledge and demonstrated experience withcontingency policies and procedures, managing contingency usage and jobaccounting systems and tracking, forecasting, taking appropriate actions tocorrect deviations from budget & reporting costs throughout a project
  • Proven team leadership, mentoring, coaching anddelegating skills
  • High self-initiative, setting own goals andexecution
  • Motivation and ability to execute projects / tasksin a timely manner, Strong prioritization and time management skills

  • Preferred Qualifications

  • Job experience : minimum 15 years in Engineering& Contruction environment plus experience in managing other technicalfunctions.
  • Lead Project Definition Rating Index review,completed Independent Project Analysis reviews
  • Completed Cargill’s Construction ProjectManagement course, Build Project Manager Academy courses or relevant previousproject experience
  • OSHO 30 hours contruction safety course
  • Trained Project Workshop Facilitator
  • Strong influencing skills, ability to workacross the organization and with multiple functions
  • Demonstrated skills at managing and leading incomplex and ambiguous situations
  • Demonstrated experience continuously enhancingthe quality of the project management processes and coaching / training the teamon implementing effective quality management practices
  • Over 15 years of project management experience in multinational companies
  • Certified PMP
  • Electrical / Mechanical or process engineering qualifications to degreelevel.
  • Business administration qualification , such as certified PMP(desirable)
  • Construction industry experience, knowledge of construction standardsquality management, site management, cost control, time scheduling and sitemanagement with a particular emphasis on managing projects in China.
  • Ability to manage multiple roles in a large complex business.
  • Experience working on system design, implementation and management.Knowledge of implementingIS014001, ISO18000 systems (desirable)
  • Excellent oral and written English language communication capability
  • Managing software desig, budget controls, document management andothers related.
