Oregon State Treasury is recruiting for the position of Chief Audit Executive. The primary purpose of this position is to manage the agency’s internal controls as they relate to the reliability and integrity of information, compliance with policies, plans, procedures, laws, and regulations, the safeguarding of assets, the economical and efficient uses of resources, the accomplishment of established objectives and goals for operations or programs, and the overall risk management of operations.

Oregon State Treasury (OST) is led by Tobias Read, State Treasurer, a constitutional officer and statewide elected official.

OST is an organization with a wide range of financial responsibilities, including managing the state's pension fund, issuing all state debt, and serving as the central bank for state agencies.

OST manages the daily investment of approximately $100 billion in assets, held in a diversified investment portfolio of domestic and international equities, fixed income securities, alternative and opportunistic investments, real estate and cash.

OST also manages a banking program that processes over $250 billion in transactions annually, a debt management program responsible for issuing and monitoring approximately $10 billion in state debt, a multi-

faceted 529 savings plan, and an IRA based retirement savings program for the public. The 150+ member OST staff takes great pride in their statewide and national reputation for progressive approaches to service delivery.

Position Responsibilities

The responsibilities of this position include, but are not limited to, the following :

  • Plans and performs all aspects of highly complex engagements including audits of the effectiveness of the internal controls for multi-
  • billion dollar investment funds, agency wide information system development processes, agency information security, and other specialized engagement topics;
  • Assesses agency operations, processes and controls, identifies, documents and presents recommendations for improvement and suggestions for management consideration;
  • Provides leadership to Internal Audit Services (IAS), including oversight, plan development, budget and progress tracking;
  • Responsible for management and supervisory duties, such as planning, organizing, directing, staffing and coordinating day to day activities of staff; and
  • Serves as liaison to the Oregon Secretary of State Audits Division and any other external audit teams contracted by the Audits Division or Oregon State Treasury.

  • Minimum Qualifications

    You must have the following to qualify for this position :

  • Six years of management experience in a public or private organization which included responsibility for each of the following : a) development of program rules and policies, b) development of long-
  • and short-range goals and plans, c) program evaluation, and d) budget preparation.

    Desired Attributes

  • Experience as a Chief Audit Executive within government;
  • Financial institution experience;
  • Current CPA license;
  • Assurance, consulting, and advisor experience;
  • Ability to prioritize risk and weigh risk opportunity with business needs;
  • Excellent interpersonal skills with high emotional intelligence;
  • Adaptable and flexible, with the ability to tolerate ambiguity; and
  • Self-motivated and resourceful, with strong initiative and accountability.
