The position is assigned in the Trust Funds and Administrative Expenses (CTFA) Division within the Controller's Department (CTL).

CTL's overall responsibility is to help maintain adequate and sound internal control of processes in ADB, and CTFA's responsibilities include preparing financial reports for trust funds and processing and overseeing administrative and capital expense payments and the accounting thereof.

Job Purpose

  • The Financial Control Specialist / Senior Financial Control Specialist will lead and supervise the assigned team to establish and maintain an adequate internal control system to ensure all ADB's financial transactions are properly, completely and accurately recorded;
  • and develop and implement appropriate accounting guidelines, taking into consideration generally accepted accounting principles observed by ADB and internal ADB guidelines.

    The Specialist will also oversee the business process to ensure sound internal controls are established in preparing financial reports and processing transactions in accordance with the relevant accounting standards and ADB internal guidelines.

    The Specialist is expected to work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods.

    The incumbent will report to the Assistant Controller, CTFA and will supervise National Staff and Administrative Staff.


    Accounting Controls and Processing

  • Leads and oversees the development and implementation of basic systems of accounting and internal controls in processing accounting data and transactions and in the preparation of reports;
  • reviews and provides recommendations on changes to systems, policies and procedures to promote correctness of information and efficiency while maintaining appropriate internal controls;
  • supervises and monitors accounts; reviews appropriate, reconciliation reports, including analysis of reconciling items; analyzes and reviews financial and accounting data as a basis for the preparation of reports;
  • reviews and approves vouchers under specific authority.

    Internal Control over Financial Reporting

  • Oversees the internal controls over financial reporting process for the assigned business processes to ensure ADB maintains sound internal controls;
  • takes proactive roles in assessing risks inherent in the business processes and provides support over the annual assertion and attestation activities.

    Leadership and Strategic Management

  • Assists in planning, implementation and supervision of work plans as well as monitors the quality of output and achievement of long-term goals and annual objectives for CTFA;
  • Supports the Assistant Controller on technical and operational matters, contributing new or innovative approaches to developing accounting and administrative procedures and resolving operational issues.
  • Makes contributions to strengthening ADB's Organizational Resilience.
  • Knowledge sharing

  • Provides timely and quality review, analysis and comments to enhancements in ADB policies and procedures;
  • Represents CTL in inter-departmental activities, working groups and committees as assigned.
  • Staff Supervision

  • Manages the performance of the reporting staff, providing clear direction and regular monitoring and feedback on performance;
  • Takes the role of a team leader and supervises the work of team members;
  • Ensures the on-going learning and development of reporting staff.
  • Others

  • Performs any other assignments as assigned by the Assistant Controller.
  • Qualifications

    Relevant Experience & Requirements

  • Master's Degree, or equivalent, in accounting, finance, business, with a professional certification, such as CPA or its equivalent;
  • or University degree in accounting, finance, business, with a professional certification, such as CPA or its equivalent combined with at least 5 years specialized experience relevant to the position may be considered in lieu of a Master's degree.

  • At least 8 years' relevant experience in various accounting and control processes in the banking / financial sector, financial systems analysis and development in the finance / banking industry.
  • International experience working in several countries.
  • Proficiency and in-depth knowledge in internal control concept and its application.
  • Good business knowledge and working experience in accounting and financial reporting in Multilateral Development Banks (MDBs) or large financial institutions and associated IT systems.
  • Proven application of expertise within a specific area, or breadth across multiple areas with in-depth knowledge within one area.
  • Ability to utilize and share relevant knowledge to benefit the broader ADB community.
  • Ability to act as a mentor to the more junior team members, providing guidance.
  • Ability to act as a coach to develop capabilities / potential of more junior colleagues.
  • Ability to act as a team leader when required with supervision from the Assistant Controller or a more senior team leader.
  • Excellent oral and written communication skills in English.

    The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
