Duties and Responsibilities

Under the overall supervision of the Project Manager, and working closely with the rest of the Project Management Team, the DevLIVE+ and DevLive Officer will perform the following responsibilities :

  • Management and coordination of DevLIVE+ and DevLIVE roll-out in BARMM;
  • Prepare workplans and related sub-plans (procurement plan, quarterly plans if required, and others as necessary);
  • Coordinate and supervise all work related to DevLIVE and DevLIVE+;
  • Ensure timely and good-quality implementation of workplan activities;
  • Continuously monitor progress against the approved workplan;
  • Provide support in preparing the terms of reference for the identified consultants and partners; and,
  • Identify changes in the external environment and promptly agree on necessary solutions / actions.
  • 2.Technical supervision, capacity development and monitoring of DevLIVE+; and,

  • Mapping of the available data sets from the LGUs for integration to the DevLIVE+ data dashboard;
  • Conduct scoping of existing local data and databases that can be relevant for planning and programming, in coordination with the LGUs;
  • Supervise the conduct of trainings to target participants;
  • Training of trainers for potential trainers from LGUs and key partners;
  • Conduct pre-and post-skills assessment and post-training reports on lessons learned with recommendations for improvement;
  • Monitor the roll out of the DevLIVE+ in the LGUs; and
  • Provide support in managing and maintaining the DevLIVE+ server and data dashboard.
  • 3. Technical supervision, capacity development and monitoring of DevLIVE.

  • Oversee the review of the current system design and infrastructure of the DevLIVE to identify enhancement of the current system;
  • Coordinate the customization of the mobile application for the LeAPS programme using an open- source program with a dynamic user interface that administrators can modify, add and customize to fit in future requirements of the LeAPS programme;
  • Provide support in managing and maintaining the DevLIVE console and data;
  • Provide trainings to UNDP, the Ministry of the Interior and Local Government (MILG), other Ministries in BARMM and their local partners on the use of the application; and,
  • Conduct pre-and post-skills assessment and post-training reports on lessons learned with recommendations for improvement.
  • 4. Support the Project Manager on the operational management of the LeAPS Project, focusing on the DevLIVE and DevLIVE+ components

  • Ensure delivery of activities and contribution to outputs and outcomes through an effective implementation plan, change management, and close coordination with LeAPS project team and MILG Technical Working Group;
  • Collaborate with the project team in preparing the project’s annual work plan, procurement plan, and Monitoring, Evaluation and Learning plan;
  • Collaborate with the project team for regular monitoring, evaluation and reporting of physical and financial progress;
  • Provide quality and timely inputs to the annual and quarterly performance and financial reports, as per UNDP financial rules and regulations and Government requirements; and,
  • Engage, develop, and maintain partnerships and linkages with government and non-government organizations including civil society organizations, industry associations, and academic institutions, to enhance DevLIVE and DevLIVE+ implementation.
  • Pro-active identification of risks, including mitigation and management measures.
  • 5. Provide additional support to the Project Management Team and the Programme Team on the request of the Project Manager and Programme Team Analyst.

    Competencies

  • At least three (3) years of relevant experience on the use of mobile survey applications, preferably in Open Data Kit (ODK) Collect and Kobo Toolbox.
  • At least three (3) years of relevant experience on the use of business intelligence platform; preferably in QlikSense, Google Studio and PowerBI.
  • Desired additional skills and competencies

  • Data analytics and visualization skills is an advantage
  • Required Skills and Experience

    Min. Academic Education

  • At least a University degree in community development, public administration, data science, information technology or closely related fields.
  • Min. years of relevant work experience

  • At least five (5) years of professional experience in the conduct of training on data collection and data visualization;
  • previous experience working with the government, UN, or any international non-profit organization would be an advantage.

  • At least five (5) years of combined experience in citizen mobilization and local development planning.
  • At least three (3) years of experience working in NGOs.
  • Required Language(s) (at working level)

  • Proficiency in spoken and written English and Filipino.
  • Proficiency in spoken and written local dialects is preferred
  • Professional Certificates / Others

  • Preferably with certification in information technology, internet, and web management, or data science.
  • Resident of BARMM or Mindanao is highly preferred, or willingness to relocate to the duty station
  • Travel :

  • The DevLIVE+ and DevLive Officer is expected to travel in various areas in Mindanao and BARMM, as required. IATF guidelines and local government units protocols on Covid-19 will be followed.
