Project SHARPER is a three-year initiative that aims to reduce the impact and suffering caused by small-scale disasters to at-risk communities in four (4) countries in Asia (Bangladesh, Indonesia, Nepal, and the Philippines) by strengthening the latter’s capacities to prepare for and respond to such emergencies.
The said project is supported by the Margaret A. Cargill Philantrophies (MACP) and Oxfam America. In the Philippines, the initiative will be implemented by local partners Sentro sa Ikauunlad ng Katutubong Agham at Teknolohiya (SIKAT) and the Philippine Disaster Response Network (PDRN), in partnership with Oxfam Philippines.
Project interventions will be carried out in thirty-two (32) communities in Catanduanes in Bicol and Eastern Samar in the Visayas.
SHARPER in the Philippines takes off from the earlier Adaptive Livelihoods, Emergency Readiness, and Timely Response of Communities to Disasters (ALERT) implemented in four (4) municipalities (Balangiga, Quinapondan, Lawaan, and Salcedo) within Eastern Samar.
Thirteen (13) barangays from ALERT are expected to share their disaster risk reduction (DRR) knowledge in SHARPER.
The Philippine interventions have the following short-term target outcomes :
Outcome 1 : All 32 communities are knowledgeable about hazards and risks, and coordination spaces are inclusive of women, youth, other vulnerable groups.
All 32 communities and diverse actors (local authorities, CSOs, private, etc.) connect on disaster preparedness and response.
Outcome 2 : All 26 Eastern Samar communities access financial mechanisms, other risk mitigation strategies to protect their livelihoods and assets, and critical commodities during emergencies.
Outcome 3 : 13 ALERT communities / municipalities’ representatives and implementing partners share and adapt effective DRR strategies to face rapid-onset hazards in the 19 new communities.
One of the critical steps to understand critical livelihoods and safe water of the vulnerable communities is assess the its market systems and recommend inclusive market approach and asset protection through Pre-crisis market analysis.
Pre-crisis market analysis will identify which areas of the markets may be deeply affected in a crisis, or those areas that need strengthening to be able to operate for the benefit of the target group.
Immediate interventions can be designed that reinforce certain parts of the market system, helping to mitigate the effects of the crisis.
Objective of PCMA study :
a. Market services for home-based income generating activities mostly engaged by women and other livelihoods characteristics of the community.
b. Rice and Fish.
Provide a baseline picture of how critical markets function when they are not under stress to compare with post shock map.
and ability to deliver time sensitive outputs with minimal supervision, and strive for creative and technical excellence in the conduct of this assignment. Specifically :
