Position Title : National Project Officer

Duty Station : IOM Philippines Country Office (Zamboanga City)

Classification : Ungraded, Equivalent to NO-A

Type of Appointment : Special short-term ungraded, three months with possibility of extension

Estimated Start Date : As soon as possible

Context :

Under the overall supervision of the Head of Sub-Office in Cotabato City, and direct supervision of the Head of Satellite Office, with technical supervision from the Progamme Officer from Cotabato, the successful candidate will be responsible and accountable for project implementation and management of resources related to the emergency preparedness and response activities in Mindanao.

Core Functions / Responsibilities :

Support the management of emergency preparedness and response project activities, as guided by the Programme Officer and Head of Satellite Office, including the implementation of activities and budget control, to ensure the completion of assigned projects.

Supervise and provide support to project field staff in implementing, monitoring, and documenting activities.

In close coordination with the Finance and Administration Assistant in the Satellite Office, monitor the project’s expenditures and support the documentation process.

Ensure that the day-to-day implementation and supervision of the project activities are in accordance with the work plan, project document, and IOM rules, regulations, policies, and guidelines.

Coordinate with relevant actors and authorities operating in the area to ensure that project activities are relevant and timely.

Support the Head of Satellite Office in the management of the office’s information management system and ensure information is shared with the Cotabato Sub-office.

Identify operational bottlenecks, through consultations with team members, and report issues and solutions to the Head of Satellite Office.

Participate and represent IOM in meetings with government as deemed necessary by the Programme Officer and Head of Satellite Office.

Prepare regular reports for the Head of Satellite Office on achievements, problems encountered, pertinent developments, and strategic needs for assigned projects.

Assist Head of Satellite Office in project monitoring and reporting.

Ensure technical compliance with IOM, donor, and government regulations in programme implementation.

Undertake duty travel in support of the programme.

Perform such other duties as may be assigned.

Preferred Qualifications and Experience


  • Master’s degree in Social Science, Business Administration, Political Science or a related field from an accredited academic institution; or
  • University degree in the above fields with minimum two years of relevant professional experience.
  • Experience

  • Solid field experience in WASH, MHPSS or CCCM programming, a distinctive asset.
  • Experience in management in humanitarian or development operations and / or Government Social Services.
  • Familiarity with the context in the Provinces of Basilan, Sulu, Tawi-Tawi, Cotabato or Davao del Sur an advantage.
  • Experience in liaising with senior government counterparts including Department of Social Welfare and Development, the Ministry of Social Services and Development and the Office of Civil Defence.
  • Experience in project design, operations management and field implementation.
  • Familiarity with IOM administrative and financial management, an advantage.
  • Skills

  • Strong remote management and coordination skills required.
  • Community engagement skills an asset.
  • Familiarity with financial and business administration an advantage.
  • Solid IT skills and computer literacy.
  • Strong knowledge and understanding of Mindanao context is a distinct advantage.
  • Languages

    Fluency in English and Filipino is required. Working knowledge Cebuano and any BARMM language.
