  • 10%) Manages and coordinates the operations and activities of the Division;
  • 10%) Reviews program proposals, work and financial plans and other periodic reports of the Division;
  • 10%) Reviews and finalizes systems analysis and evaluation reports on assessment and certification;
  • 10%) Reviews and finalizes systems and procedures to ensure efficient and effective program implementation;
  • 10%) Ensures active multi-sectoral participation of all concerned public and private agencies on TVET;
  • 10%) Manages the conduct of audit / monitoring on the implementation of assessment and certification by major key players;
  • 10%) Manages the implementation of quality-assured system on assessment and certification;
  • 10%) Manages the provision of capability building programs for regional and sectoral partners;
  • 10%) Conceptualizes programs of capability building programs for regional and sectoral partners;
  • 5%) Provides technical services to regional and industry partners;
  • 5%) As Process Owner of Assessment and Certification under the National QMS structure, ensures the compliance of Regional and Provincial Offices and other stakeholders with the documented systems and processes on Assessment and Certification; and
  • 5%) Performs other functions as may be assigned. JOB QUALIFICATIONS OF THE HIREE ARE : Education : Master’s degree OR Certificate in Leadership and Management from the CSC Experience : 4 years of supervisory / management experience Training : 40 hours of supervisory / management learning and development intervention undertaken within the last 5 years Eligibility : Career Service (Professional) / Second Level Eligibility SPECIAL QUALIFICATIONS :
  • With 1 year of TESDA assessment & Certification experience;
  • With 40 hours training in quality management system / quality assurance;
  • Proven ability in analytical and creative thinking;
  • With high level of interpersonal skills enabling effective communication with diverse group of people with customer focus;
  • With highly effective organizational skills with the ability to prioritize work to meet deadlines; and
  • Good inter-personal relationship CORE COMPETENCIES :

  • Service Records;
  • List of supervisory / managerial and other training programs attended indicating the no. of training hours together with the certified photocopies of training certificates undertaken within the last 5 years (2014-2018);
  • Performance Evaluation System (PES) Ratings for Calendar Year 2018 and January to June 2018 for outside applicants or Individual Performance Commitment Review (IPCR) ratings for July to December 2018 and January to June 2018 for TESDA applicants or applicants from other government agencies of at least Very Satisfactory Rating;
  • For government employee only : a copy of previous appointment;
  • Management Competence Forms to be accomplished by your Immediate Supervisor; two (2) Peers and two (2) Subordinates;
  • Demonstrated Attitude and Commitment to Work to be accomplished by your Immediate Supervisor;
  • List of at least five (5) references for each category with contact details (residential / office address, telephone / cellphone number, e-mail address) :
  • Superior / Supervisor
  • Subordinate
  • Client / Stakeholder;
  • Accomplishments / Achievements done during the last three (3) years to be endorsed by the Head of Office;
  • Certification signed by immediate or previous supervisors indicating managerial / supervisory cumulative experience (specify day-
  • month-year covered) with actual duties and responsibilities listed down;
  • Certified true copy of transcript of records / diploma; and
  • Certified true copy of Eligibility by CSC or PRC. Failure to complete the submission of above documents within the set deadline shall mean disinterest to vie for the position paving the way for non-
