Job Description

The MEL Advisor will lead the design and implementation of the project’s MEL framework and information systems to track delivery against program targets, outcomes, and impacts, including clearly defined objectives, indicators, learning mechanisms, and the implementation of appropriate MEL procedures.

S / he will collaborate with internal units and ABC+ consortium partners in the preparation and timely submission of project performance monitoring plans, including the development and definition of program indicators and sources of data.

The MEL Advisor will facilitate the development of annual work plans, quarterly and annual reports, and other project documents in close collaboration with the other advisors and the DCOP.

The MEL Advisor will also lead learning and reflection sessions, working closely with partners and other internal and external stakeholders and in adaptive management processes informed by monitoring, evaluation, research, learning, and adapting.

In close collaboration with the ESSA, the MEL Advisor will lead in contributing to strengthening DepEd data management and MEL systems and channel partners’ support to DepEd in this area as well.

Qualifications :

  • Master’sdegree in international development, economics, statistics, research methods,political science, public policy, social science, or a related field.
  • Aminimum of nine years of experience designing, monitoring, and evaluatingprograms, including USAID projects in the education sector, required.
  • Musthave demonstrated success and experience in monitoring results and indicatorsof service quality (such as education quality), learning outcomes, access,retention, and community engagement.
  • Experiencedeveloping and implementing performance monitoring plans.
  • Strongknowledge of USAID rules and regulations around M&E and familiarity withUSAID’s CLA approach to project management.
  • Exceptionaltechnical skills in data management, MEL, survey design, mapping and / orassessment required.
  • Additionalskills required for the position include proficiency in Excel, Word, and otherMicrosoft Office software and data analysis software, such as SPSS or Stata.
  • Strongoral / written communication skills.
  • Stronginterpersonal skills and ability.
  • Mustbe professionally proficient and fluent in written and spoken English. Nativefluency or proficiency in Filipino and other languages of the Philippines are aplus.
  • Coordinatesand manages all M&E tasks and deliverables for the project.
  • HarmonizesMEL data collection and reporting systems with USAID policies and educationindicators.
