MandaluyongThe position is responsible for providing technical and operational assistance in general administration, portfolio management, project administration and project processing activities related to loans and technical assistance (TA) projects.

The incumbent will report to designated international staff.Responsibilities Provides technical and analytical support in managing and regularly updating the divisional portfolio performance data base and checks the inputs from project teams to ensure data accuracy and consistency of individual Project Performance Report (PPR).

Assists the PAU Head in analyzing the division's portfolio performance, project administration workload, and operational efficiency of PAU and prepares consolidated reports of the division on portfolio performance and setting portfolio management milestones, including progress of physical implementation and achievement of intended output / goals.

Monitors and analyzes the division's performance on achieving contract awards / disbursement targets, implementation of Project Completion Report / Technical Assistance Completion Report programs, and coordinates with the concerned Project Analysts to facilitate their achievements.

Assists PAU Head in preparing annual project review mission plans and staff-days requirement for project administration activities (loans and TAs) and joining special review missions, as required as well as preparing documents for the Country Portfolio Review Missions, the Tripartite Portfolio Review Meetings, and regular internal portfolio review meetings.

Analyzes and prepares comments / recommendations on bidding documents for procurement of goods and services, selection of consultants and training institutions to ensure compliance with ADB guidelines and policies.

Analyzes and prepares recommendations on EAs' requests for approval of changes in project scope and implementation arrangements, reallocation of loan / TA proceeds and extension of closing dates as well as evaluating EAs' bid evaluation reports and prepares recommendations for award of contracts.

Provides guidance to EAs on ADB's procurement guidelines and policies.Participates in project inception, review, mid-term review, special loan administration missions and project completion review missions and assists in preparation of project and facility administration memorandum (PAM and FAM).

Provides support in project processing missions in designing project implementation arrangements, including procurement / disbursement procedures and project management set up and review of financing plans and quality control support in developing the design and monitoring framework by the project teams.

  • QualificationsRelevant Experience & Requirements Bachelor's degree in management, business administration or related areas;
  • preferably with advanced trainingAt least 8 years of hands-on experience in the fields of project administration / portfolio management and general administration.

    Demonstrated expertise and experience within a specific areaFamiliar with good industry practices and guidelines within area of expertiseEffective report-

    writing and communication skills in English Strong analytical skills Proficiency with computer-based applications Able to guide Administrative Staff (AS) to facilitate work planning, delivery and quality review Able to liaise and work effectively with government officials within own work locationAble to work collaboratively with teams as a constructive team member.
