The CSO Governance Supervisor (Project Officer) aims to increase delivery of basic services arising from CSO-LGU participatory governance through advocacy towards decision-makers in the target-areas;
increase the number of LGUs and CSOs institutionalizing participatory governance; increase the number of CSO-LGUs initiating agreements for resource generation and delivery of basic services in the target areas as well as through combined advocacy with other CSO networks.
Key activities in your role will include
Objective 1 : Facilitate the establishment and strengthening of the CSO Federation’s own source of revenue generation;
Facilitate the development of income-generating projects for each of the five CSO Federations in North Cotabato.
Facilitate on-site mentoring on strengthening CSO Federation Financial System, including bookkeeping, cashiering, finance reporting and finance policy formulation;
Facilitate on-site mentoring on business planning for the five CSO Federations;
Conduct regular monitoring
Objective 2 : Organize and implement investment fórum involving the 50 covered barangays in North Cotabato and the 5 CSO Federations
𝗛𝗼𝘄 𝘁𝗼 𝗶𝗻𝗰𝗿𝗲𝗮𝘀𝗲 𝘆𝗼𝘂𝗿 𝗰𝗵𝗮𝗻𝗰𝗲𝘀 𝘁𝗼 𝗴𝗲𝘁 𝗮 𝗷𝗼𝗯? 𝗥𝗲𝗮𝗱 𝗼𝘂𝗿 𝗥𝗲𝗰𝗿𝘂𝗶𝘁𝗺𝗲𝗻𝘁 𝗚𝘂𝗶𝗱𝗲 𝘁𝗼 𝘁𝗵𝗲 𝗨𝗡 𝗮𝗻𝗱 𝗨𝗡𝗗𝗣 𝟮𝟬𝟮𝟬
Facilitate linkage of the five CSO Federation with private partners.
Conduct on-site mentoring among covered BLGUs in the formulation of projects concepts (emanating from the BDPs) for presentation and marketing during the investment fórum;
Facilitate review of the implementation of the BDPs in the 50 covered barangays
Facilitate BDP Planning in five barangays of Tulunan.
Objective 3 : Facilitate the establishment of CSO Federation Information System covering the participation of CSOs in Local Special Bodies, ensuring feedback and feedforward mechanisms are functional
Finalize and write the CSO Federation Information System for Participatory Governance
Develop and write an Orientation Paper of the CSO Federation Information System for Participatory Governance
Orient CSO Federation and CSO Representatives in LSBs about the CSO Federation Information System.
Monitor the implementation of the CSO Federation Information System
Objective 4 : Organize, empower, and mobilize CSO leaders to engage the LGU in the allocation of resources to, and implementation of, identified priority services.
Coordinate and collaborate with the RISE Governance Supervisor for LGU (Sarrah Jane Guerrero) on the mobilization of the CSOs in the improvement of local revenue generation and the implementation of the local revenue generation plan.
Develop a concept for the engagement of CSOs in the improvement of the identified LGU basic social service.
Conduct RISE CSO Conference to Identify and Craft CSO Basic Social Services Development Agenda 2019 to 2021
Develop a training module to build the knowledge, skills, and attitude of CSOs and LGU functionaries in the engagement of CSOs in the improvement of basic social service.
Gather baseline data on resource allocation covering the prioritized basic social services.
Objective 5 : Properly document all activity transactions in accordance with Action Against Hunger standard operating procedures and guidelines.
Participate in Project Implementation Team Meeting
Prepare monthly work plan
Submit Weekly and Monthly Accomplishment Report
Prepare Weekly Movement Plan and Actual Weekly Movement Plan
Prepare Budget Forecast for Succeeding Month Covering his / her assigned Tasks
Secure document relative to transactions of Project activities
Accomplish Beneficiary Tracking covering his / her assigned tasks.
Do you meet the profile required criteria?
Degree in any social science course and a minimum of eight years of relevant experience and / or training, or equivalent combination of education and experience in working in governance and CSO Strengthening.
Previous experience of at least five years in working with CSOs, LGU capacity building, and resource generation at LGU context or community development work, in general.
Experience in policy fields, Good governance, advocacy, and government relations.
Knowledge of one or more substantive areas including LGU performance in social development, LGU-CSO collaboration, and good governance
Experience in resource generation in the LGU context
Excellent knowledge of political processes and experience working with CSOs to advocate for change and CSO intuitional development.
Demonstrated excellent knowledge and experience in Project Cycle Management and income-generation for CSOs
Knowledge in partnerships development and alliances is desirable.
Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
