The Terwilliger Center for Innovation in Shelter of Habitat for Humanity International aims to

catalyze both the demand and supply side of the affordable housing market to achieve a vibrant

housing ecosystem in the Philippines. To accomplish this, Habitat will focus on improving access

to products, services, and financing so that low-income households can access improved


In the Philippines, the Terwilliger Center is developing a market systems program that will facilitate

the increase in quality housing products and services for owner-driven home construction by lowincome households. The program will initially focus on the Visayas area, particularly in Cebu


The Philippine Shelter Venture Lab of the Terwilliger Center is searching for a Communications

Consultant who is an all-rounder’, with a minimum of five years’ experience across multiple

communications disciplines. The consultant will have knowledge working at both national and

regional levels, delivering communications projects in a cost-efficient manner. The consultant

should be at ease switching between multiple tasks and able to adapt focus from media relations,

events, campaigns, social media, advocacy or internal communications to information gathering,

writing or editing as needed. The consultant needs to be able to build productive working

relationships quickly and be comfortable working on their own or in a team.

S / he will

  • Coordinate closely with staff of the Philippine Shelter Venture Lab of the Terwilliger
  • Center and Habitat Asia-Pacific’s communications department to deliver identified

    projects (listed in General Scope of Work’)

  • Be familiar with and maintain alignment to Habitat’s international branding and
  • messaging guidelines.

  • Liaise with staff from other teams and departments within the Asia-Pacific area
  • office and national office communications staff in the Philippines and in the region,

    as needed, to deliver on assigned projects.

  • Lead the logistics and coordination for identified events in Cebu and Manila and
  • virtually.

  • Manage traditional and social media outreach for the Philippine Shelter Venture
  • Lab, in tandem with the media activities of Habitat for Humanity Philippines, and

    the AP office.

    General scope of work :

    Communications Strategy

  • Lead the development and delivery of a strategic communications plan, including
  • media engagement, for the Terwilliger Center’s Philippine Shelter Venture Lab

    Building and expanding inclusive housing markets

    Media Relations and Management

  • Develop talking points and Frequently Asked Questions, media pitches, media
  • advisories, media releases, reactive media statements as needed;
  • Engage key media, including securing media coverage during events.
  • Development of collaterals

  • Work with the Philippine Shelter Venture Lab team to develop compelling
  • collaterals that promote the advisory services of the Philippine Shelter Venture Lab

  • Production of branded materials and branded merchandise for use / display at
  • organizational and external events such as conferences and exhibitions;
  • Coordinate the production of collaterals including reports from editorial review,
  • design and layout in liaison with the AP communications specialists and graphic

  • designer, for use by the area office and the larger Habitat network;
  • Establish or improve system for storage of files of collaterals and other materials.
  • Event Management

  • Organize and / or provide communications support to Terwilliger Center events
  • such as talks, seminars, workshops and roundtables;
  • Manage documentation during events and lead post-event collection, storage, and
  • distribution of documentation;
  • Research and approach possible events for promotion of the Philippine Shelter
  • Venture Lab;
  • Organize the Terwilliger Center’s presence at key external events such as
  • exhibitions, conferences, etc;
  • Work with the Terwilliger Center team to launch and / or circulate publications at
  • relevant events and platforms. This involves inviting the private and public sectors

    to submit their EOIs to collaborate, and other related work.

    Social Media

  • Monitor and evaluate social and traditional media outreach related to existing and
  • potential partnerships of Terwilliger Center.


  • Provide day-to-day communications support, as needed.

  • Collaterals and booth prepared for virtual exhibitions, conventions and fora; postevent reports submitted thereafter

  • Consultant is to be hired locally in Cebu, Philippines. As needed, the consultant
  • will work for Habitat for Humanity’s Terwilliger Center office in Cebu City.

    Education and experience

  • Bachelor’s degree (or equivalent) in a related field
  • Five+ years of experience in communications role
  • Digital media experience
  • Skills and competencies

  • Good English-language writing, editing and presentation skills
  • Computer literate with proficiency in word-processing, spreadsheet and
  • presentation software

  • Experience working in a communications team, department or public relations
  • agency preferred

  • Experience working in a non-profit organization is beneficial
  • Duration

  • Six (6) months
